Description

Laber-Naab Infrastruktur GmbH intends to set up a future-proof broadband network infrastructure across the entire area for its public shareholders and to have it operated by a telecommunications company as a cooperation partner in the so-called operator model. The aim is to award a service concession to a cooperation partner for the operation of a broadband network infrastructure (FTTB/FTTH) together with the provision of telecommunications services. The selection procedure in question for Cluster 1 (West) is being conducted in accordance with section 5.4 of the Federal Subsidy Guidelines and § 5 (2) of the Framework Regulation of the Federal Republic of Germany to support the nationwide roll-out of gigabit networks in "gray areas" in conjunction with § 12 (1) and (2) of the Federal Network Agency Act. § Section 12 (1) and (2) KonzVgV as a two-stage negotiated procedure with prior public invitation to participate (competitive bidding). The other clusters will be put out to tender separately.
Laber-Naab Infrastruktur GmbH is a public infrastructure company in which 47 municipalities from the districts of Regensburg and Neumarkt i.d. Oberpfalz as well as the district of Regensburg currently hold shares. The corporate purpose of Laber-Naab Infrastruktur GmbH is to provide comprehensive services for the establishment and expansion of telecommunications infrastructure for the public sector shareholders and thus to relieve the burden on the municipalities, also in view of the increasing (political) pressure to act in the course of advancing digitization. The main objective is to provide municipal areas with high-performance broadband infrastructure (FTTB or FTTH) and, if necessary, to supplement this with individual mobile network sites in areas where there are no expansion activities by telecommunications companies with their own financial resources or where such activities can be expected in the future after the necessary market survey has been carried out. Therefore, for the financing of the projects of Laber-Naab Infrastruktur GmbH, state subsidies from the federal and state subsidy programs are generally used, whereby the corresponding subsidy applications have been submitted in the meantime. The broadband network to be built across the entire area is to be technically designed to achieve transmission speeds of at least 1 Gbit/s in download and upload and to ensure a future-proof infrastructure. The roll-out will initially affect areas where the existing telecommunications infrastructure does not guarantee a data rate of at least 100 Mbit/s in download. The development will be carried out in three different clusters, North, West and South, which have been combined in such a way that the development can be carried out as economically and quickly as possible, taking synergy effects into account. Laber-Naab Infrastruktur GmbH is to be responsible for the planning and construction of a passive broadband infrastructure. A cooperation partner is to be responsible for equipping with active components and operating the broadband infrastructure. Another key obligation of the cooperation partner under grant law is to ensure open and non-discriminatory access ("open access"). The cooperation partner leases the passive broadband infrastructure from Laber-Naab Infrastruktur GmbH in return for payment of a fee.The subject of this selection procedure is cluster 1 (West) and concerns the municipalities of Berngau, Velburg, Hohenfels, Kallmünz, Seubersdorf i.d. OPf., Parsberg, Lupburg, Breitenbrunn, Hemau, Holzheim a. Forst, Duggendorf, Brunn, Laaber, Deuerling and Nittendorf.
