The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with TA Instruments - Waters LLC, 159 Lukens Drive, New Castel, DE 19720, on an other than full and open competition basis to procure the following: 1) Discovery TGA 5500, #956000.901, qty-1, that includes a DSL Router with 4-Port Switch, #251471.002, qty-1, and a Thermal Analysis - Installation & Training, #999800.528; 2) Discovery DSC 2500, #973000.901, qty-1, that includes a Discovery Refrigerated Cooling System - RCS90 (120VAC/60Hz), #972007.901, qty-1, a RCS Gas Dryer, #200266.001, qty-1, and a Tzero Press and Die Sets Kit, #901600.901, qty-1. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and award will be made pursuant to the authority in FAR Part 13.501(a)(1).

Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Delivery to Gaithersburg, Maryland 20878 approximately 7 days after receipt and acceptance of award.
The Vaccine Production Program (VPP) has a requirement for a thermogravimetric analyzer and a modulated differential scanning calorimetry instruments. These instruments will allow the lab to perform lyophilization process development that requires measurement of the % moisture formulation, and the glass transition temperature (Tg') of each formulation being tested. The proposed method for determination of % moisture is a sample analysis by using a thermogravimetric analyzer the Discovery TGA 5500 instrument that offers: temperature range of Ambient to >1200°C, temperature Accuracy of ± 1°C, balance sensitivity of < 0.1 µg (1 ppm), patented Hi-Res TGA and Modulated TGA, a 25-position auto-sampler with a contamination-free sealed pan punching system, linear heating rates: 0.1 to 500 °C/min in 0.01°C/min increments, ballistic heating rates: > 1500 °C/min, and furnace cooling: forced air 1000°C to 35°C in < 10 min. The Discovery TGA 5500 is a vertical thermal - balance with an auto-switching dual range microbalance (0-200mg and 0-1000mg sample weight range), a responsive infrared furnace, and a 5-year warranty on the furnace. The instrument software is unkeyed, which permits unlimited installations. The proposed method for determination of the glass transition temperature is a sample analysis by solid state modulated differential scanning calorimetry Discovery DSC 2500 instrument that offers: temperature range of -180°C to >700°C, <0.2W baseline noise, <5uW baseline repeatability (deviation), balance sensitivity of < 0.1 µg (1 ppm), ±0.002°C temperature precision, a reliable linear autosampler with programmable tray positions for the most flexible and worry-free 24/7 operation, and standard and modulated DSC measurement modes. The core of the Discovery DSC 2500 with the new Fusion Cell with patented Tzero technology provides unrivaled performance in baseline flatness, sensitivity, resolution, reproductivity and reliability. The exclusive T4P heat flow technology makes the Discovery DSC 2500 the only DSC capable of conducting and storing heat capacity in a single run. The Discovery DSC 2500 includes a 5-year warranty on DSC cells and furnaces. The vendor TA Instruments - Waters LLC, does not have any resellers or distributors in the United States, and is the only source for both the Discovery TGA 5500 and DSC 2500 instruments.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible.
