Description

IVBO is the Intermunicipal Association for Garbage Removal and Processing in Bruges and Ommeland. IVBO's mission consists of the selective collection and processing of household and industrial waste from Bruges and the surrounding area. IVBO has a power plant, located at Pathoekeweg 41 in Bruges, where 200 kton household waste is converted into electricity and heat annually. The heat has been distributed to companies and buildings via a heat network since 1982.A number of customers have their own back-up boilers, to guarantee heat supply during periods of IVBO's production shutdown or heat distribution problems. A number of customers are also considering removing the existing old backup boilers and not replacing them.IVBO wishes to further increase the reliability of heat supply by setting up its own service with rental boilers for specific customers without their own backup plant. These boilers can be used for two purposes:1. To bridge planned stops or maintenance work (the timing of which is known at least one month in advance)2. To cover unexpected emergencies in the grid (the timing of this is NOT known). Description of the worksCurrent contracting includes :1. Either the rental and installation of one boiler for a predetermined/estimated time this boiler should be delivered, installed and put into service for fixed period and provide heat to the project 2. Either the rent and installation of one boiler delivered in case of emergencies For the boilers, a distinction is made for a boiler of o Less than 250 kWo Between 250 kW and 600 kWo 600 kW to 1.5 MWo More than 1.5 MW The boilers must always be fully operational and the 24/24 support from the contractor to guarantee this operability is included in this contract. The works must be conceived as a turn-key project. This implies that the contractor is expected to deliver the boiler fully operational. The contractor does not have to take any actions to bring and keep the boilers up and running, the client is completely relieved by the contractor.
The contract is awarded by way of the open procedure.This public contract aims to conclude a framework agreement with a single entrepreneur. Not all terms and conditions were stipulated in the framework agreement.The contracting authority may, if necessary, consult the operator party to the framework agreement in writing to request it to supplement its tender.
