I. REQUEST FOR INFORMATION SUBMISSION NOTICE
The purpose of this Sources Sought is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify qualified businesses capable of and interested in performing the functions described in the attached Technical Specifications document. The Government is requesting information regarding the availability and feasibility of attracting businesses with the proven technical capability and experience to procure, install, integrate, test and provide training and technical support for various Intelligence, Surveillance, and Reconnaissance (ISR) technologies to support the INL Mission.
This notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or a commitment on the part of the Government to conduct a solicitation for the below-listed supplies and/or services. Respondents are advised that the Government will not pay for information submitted in response to this Sources Sought, nor will it compensate respondents for any costs incurred in the development/furnishing of a response. The Government will not entertain telephone calls or questions for this Sources Sought. Note that a decision not to submit a response to this Sources Sought will not preclude a vendor from participating in any future solicitation.
INL's intention of posting this Sources Sought is to identify companies able to provide technologies that can improve Mexico's ISR capabilities, and information processing under the Merida Initiative Cooperation Agreement between the United States Government (USG) and Government of Mexico (GOM).
To that effect, INL Mexico is exploring the purchase of high-tech camera technology to turn small, single or multi engine aircraft into sophisticated yet low-cost ISR platforms. Such platforms include various camera capabilities and a processing system that can collect and manage data recorded by the cameras. The specific items INL Mexico is exploring are included in Attachment 1. These items must be Federal Aviation Authority (FAA) compliant and ready for operational use within two months after procurement.
Please do not provide generic capability statements as they shall add no value to this Sources Sought. The Government is seeking specific information in conjunction with the specifications of this requirement.
The page limitation for responses is 15 pages.
All responses shall be submitted in writing via email to Marisa Perez (senior contract specialist) at perezmc2@state.gov no later than 5:00 PM, EST on Monday, 17 June 2019.
In order to participate in the resulting RFQ and to be eligible for an award, the proposer must have (i) a current CAGE Code, (ii) a DUNS#, (iii) be registered to do business with the Government of the United States in the System For Award Management (SAM) and not be on the Excluded Parties List: https://www.sam.gov

III. SOCIOECONOMIC STATUS
a. Provide information pertaining to your company's socio-economic status for federal procurement programs (small, HUBZone, 8(a), Women-owned, veteran-owned, etc.) under NAICS code 334511.
The size standard for NAICS 334511 is 1,250 employees. Unless the SBA has granted a class waiver of the NMR for a particular product, the company will be required to be either the manufacturer of the products offered or qualify for the procurement as a "nonmanufacturer". In accordance with FAR 19.102(f), the applicable size standard for a "nonmanufacturer" is 500 employees.
