The Office of Acquisition Management (A/OPE/AQM), on behalf of the International Narcotics and Law Enforcement Affairs Section (INL) of the U.S. Embassy in Bogota, intends to contract on a noncompetitive basis with Northern Defense Industries to acquire and install Kelvin Hughes SBS-900 radar components and associated SSR Engineering signal integration accessories at the following locations in Colombia:
• Pizarro, Choco Department, Colombia
• Bahia Solano, Choco Department, Colombia
• Gorgona Island, Cauca Department, Colombia
• Jurado, Choco Department, Colombia
This project is undertaken to bring existing Colombian Navy (COLNAV) systems to operational status . As such, other than Kelvin Hughes and SSR components are not acceptable.
As an authorized distributor and approved repair facility for SSR Engineering components and certified supplier and maintenance provider of Kelvin Hughes components, NDI has proven to have the capacity to satisfy the supply and installation requirements at the remote locations in Colombia. NDI past performance in Colombia was excellent; demonstrating ability coordinate well and execute similar requirement in Candelilla de la Mar, Nariño Department. NDI's technical expertise, coupled with demonstrated tower climb certification and ability to work well with COLNAV makes it a desirable provider for this requirement. Availability of technical data, drawings, and previous installation information is severely limited. Based on the foregoing information, the Department does not expect a company other than Northern Defense Industries being able to meet INL requirements.
This notice is not a request for quotations and a solicitation will not be available. This acquisition will be conducted under the authority of FAR 13.501(a). All responsible sources may submit a capability statement, which shall be considered by the Department. However, a determination to not compete this requirement based upon responses to this notice is solely within the discretion of the Government.
To be considered, responses must address the following items and must be received by the Department no later than 4:00 pm local (Miami, FL) time on August 9, 2019.
• Company name, address, DUNS number, and cage code.
• POC information (phone and email).
• Proof that company is an approved distribution channel and authorized service provider for OEMs.
• Description of the company's experience installing and servicing marine surface radars similar to the ones included in this notice. Include contract number, value, period of performance, and customer POC information.
• Description of company's experience and familiarity with COLNAV's radars and geographical locations in Colombia.

Any information submitted in response to this notice is strictly voluntary. The Government will not pay for costs incurred in responding to this notice.
