Description

The study will conduct a literature review and knowledge compilation of available research, evaluations, and reviews to refine the analytical knowledge base for Norad’s energy portfolio management. The Clean Energy portfolio aims to achieve increased access to affordable, clean energy and strengthened public management, to ensure economic and social development.

Clean energy is supported through Norad, Norfund and the Embassies. Norad and the Embassies provide grant support. Norfund is funded over the state budget and provides risk-willing capital for business development in the form of equity, loans and guarantees. Total annual budget allocations for clean energy have fluctuated between 0.5 and 2.0 BNOK per year. Norad has recently (since 2022-23) adopted a more comprehensive portfolio management approach to clean energy interventions. The approach intends to achieve more efficient use of development cooperation funding and better coordination (synergies) of interventions supported through different channels. This is achieved through scorecard benchmarking of programmes and projects, aggregated reporting of results, as well as active coordination with the energy activities of Norfund and the Embassies.

The portfolio management will be supported by long term investment planning and analytical tools such as Theory of Change (ToC), Knowledge Plans, and Result Management Plans at portfolio level. The analytical tools and knowledge base is currently under development, and will be subject to constant revision and refinement, factoring in also broader contextual changes.
