THIS SOLICITATION NOTICE IS BEING ADVERTISED AS A 100% 8(A) SET ASIDE COMPETITIVE PROCUREMENT.  ALL OTHERS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS.
The North American Industry Classification Standard (NAICS) is 236220 and the annual size standard is $36.5 million.
This procurement will provide for all labor, materials, equipment, and other incidental work required to perform simultaneous construction, repair, and alteration at locations on Puerto Rico and the US Virgin Islands.
AWARD INFORMATION:  The evaluation process essentially consists of three parts: proposal compliance review and responsibility determination, technical/quality evaluation, and price evaluation.
Proposal Compliance Review: This is an initial review to ensure that all required forms and certifications are complete and that both a technical and price proposal were received which address all required documents.
Technical/Quality Evaluation: Proposals will be evaluated against the RFP requirements on a “pass/fail” basis for each of the following evaluation factors:
Experience
Past Performance
Safety
Management Approach
A failure in any factor shall result in an overall rating of FAIL and the contractor shall be removed from any further consideration.
 
Price Evaluation: This will evaluate the coefficient factors independent of the technical/quality evaluation. 
The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; and award to the proposer submitting the proposal determined by the Government to be the most advantageous Lowest Priced Technically Acceptable offer (best value) to the Government.  
Proposers are advised that THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS.  Therefore, proposals should be submitted initially based on the most favorable terms possible.   
ADDITIONAL INFORMATION.  The basic contract period will be for 12 months from date of award. The contract contains four 12-month options for a total maximum duration of 60 months or when a total aggregate value of $10 million is reached, whichever occurs first. The government guarantees an award amount of $5,000 as a result of this solicitation over the full term of the contract.
THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY.  NO HARD COPIES WILL BE PROVIDED.  
The solicitation is available on Federal Business Opportunities (FBO) with this announcement. Amendments will be posted on the same website.  This will be the only method of amendment distribution; therefore, it is the offeror’s responsibility to check the website periodically for any amendments to the solicitation.  
Prospective offerors MUST register themselves on the website.  Offerors must also be registered in the System for Award Management (SAM) system at http://www.sam.gov/ in order to participate in this procurement.
There will be a pre-proposal conference conducted, inclusive of a tour of the main site. The pre-proposal conference will be held on Thursday June 13, 2019. Those wishing to attend must RSVP in advance.  A Preproposal attendance form is provided with this solicitation.  Offerors will submit questions using the attendance form provided.  This is a dual form.  The only other questions that will be answered are those presented that the pre-proposal conference. 
All questions and/or preproposal attendance forms must be submitted to the Contracting Officer via email at: Amelia.Davila@usda.gov NLT COB June 10, 2019.  The pre-proposal conference will be held on Thursday June 13, 2019 at 11 A.M local time.  The location is identified in the solicitation.  Any questions generated during the conference will be combined with those questions already submitted and posted on Monday June 17, 2019 on FBO.  Attendance to the preproposal conference is not required but it is HIGHLY RECOMMENDED.
The REQUEST FOR PROPOSAL IS DUE NLT 2 PM local time on WEDNESDAY JULY 3, 2019.  The contract will be awarded during the week of July 15-19, 2019.
