UNIVERSITY CONCORDIA, a corporation duly incorporated under the Concordia University Act, S.Q. 1948 c. 91, as amended by S.Q. 1959-60, c. 191 and S.Q. 2006, c. 69, having its head office at 1455, boul. De Maisonneuve West, room GM-801, Montreal, Quebec H3G 1M8 ("Concordia"), Request for Proposals for the acquisition of a PeopleSoft html refactoring application layer ("PEOPLESOFT HTML REFACTORIZATION APPLICATION Layer").
The academic management software package based on the Oracle Campus Solutions platform implemented in 2015 by Concordia University provided students and faculty members with a self-service interface fully delivered and supported by the Oracle software provider. Concordia has little or no control over the interface without having to make costly customizations that have a significant impact on the software. While the new platform allowed for several new features and expansion possibilities, the self-service portion of the software package delivered by Oracle for students and professors was already inadequate at its launch in 2015 and did not meet modern web standards.
Today's students expect to be able to perform a wide range of transactions from their smartphones (payment of tuition fees, course registration, etc.). Teachers want access to their course lists and want to perform various administrative tasks related to teaching from their tablet. Modern web development standards allow users to use a single reactive web user interface regardless of the size of the screen used (mobile, PC, tablet), in order to reduce confusion and complexity of use both in terms of the user experience and system administration.
While Oracle is trying to make up for lost ground with the introduction of its new Fluid technology, Oracle's P2P strategy for unveiling new pages in Fluid mode makes it difficult to adopt this technology because of the large number of traditional self-service pages that would have to be completely reviewed and developed if Concordia ever chose to adopt this technology in its environment to make the mobile system work regardless of the viewing platform used.
Concordia is seeking to increase its mobile presence for students and professors while using its current environments with an HTML refactoring application layer that, as its name suggests, would use HTML code from a traditional PeopleSoft page and transform it into a reactive web page adapted to the device used. Concordia does not seek to acquire a mobile application ("mobile App") or a mobile application development framework.
