The Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for services of a technical nature for the contract mentioned in the title.




Concerned about improving its methods and ensuring the quality of services rendered, particularly with respect to housekeeping, the Corporation is counting on the quality of the service offers in this call for tenders.
In addition, the Corporation will place emphasis on the consistent quality of the services that will be rendered in the execution of this contract.
Thus, companies wishing to bid will have to meet criteria that demonstrate their ability to offer one of the highest levels of service in the industry in order for their bid to be deemed acceptable and considered in the selection of the successful bidder.




The selection of the successful bidder will be made following the recommendations of a selection committee based on the evaluation criteria described in the contract documents in section 13 of the Supplementary Instructions, in accordance with the terms and conditions of evaluation set out in Schedule 2 of the Regulation respecting certain contracts for services of public bodies, and the adjustment of the bid prices in accordance with the predetermined factor mentioned in those documents.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling 514-856-6600 for residents of the Montreal area and 1-866-669-7326 toll-free for residents outside the Montreal area.





Caution: Note that only the documents required by the Corporation under the terms of this call for tenders must be submitted with the bid, so as to avoid any situation that would result in the bid being restrictive or conditional.









IMPORTANT NOTICES
Authorization to enter into a contract / certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contract documents, for certification from Revenu Québec and, if applicable, for authorization to contract from the Autorité des marchés publics, in order to ensure that they obtain these documents before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and that does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and to send it to the Company at the following e-mail address: infosoumission10@sqi.gouv.qc.ca.




CONTRACTUAL PERIOD
The services covered by this invitation to tender are required for a period of 60 months from 1 June 2021.




TENDER GUARANTEE
The bid must be accompanied by a bid security equal to 3% of the bid amount. This bid security must be in the form of a bond, certified cheque, money order, draft or irrevocable letter of guarantee and must comply with the conditions mentioned in the "Bid Security" section of the Instructions to Tenderers.




CONDITIONS
Only bids submitted by tenderers who meet the following conditions, among others, will be considered:

have an establishment in Québec, or in a territory covered by an applicable intergovernmental agreement, where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
hold an authorization to contract issued by the Autorité des marchés publics, if the price submitted is equal to or greater than $1,000,000.





SITE VISIT
Bidders should note that a site visit is mandatory for their bid to be considered. This visit will only be done by appointment only by contacting, no later than 10 days prior to the deadline for receipt of bids, Ms. Valérie Simoneau, Operations Support Technician and Project Manager for this contract, by e-mail at vsimoneau@sqi.gouv.qc.ca. Bidders must arrive at the location, date and time set by the person in charge of the visits.
Given the current situation, only one representative per bidder will be allowed access to the buildings for the site visit. Visits will be organized in the form of sessions, lasting approximately two hours, with a maximum of four bidder representatives each. Social distancing measures and any other government-imposed measures (such as wearing masks) must be respected at all times during the visit.
For security reasons, the identity of visitors to the site must be verified and approved in advance. To this end, bidders must provide the complete contact information of the persons who will be visiting the site, by completing and signing the "Security Verification Consent Form" provided in the tender documents, and forwarding it, along with a legible colour photocopy of the personal photo identification identified on the form, to Ms. Valérie Simoneau at the same time as the appointment is made to visit the site.
This mandatory visit is a condition of eligibility required of a bidder, which will be verified through the attendance register provided for this purpose. Therefore, it is the responsibility of each bidder to attend the confirmed site visit and sign the attendance register provided for this purpose at the site visit.
Therefore, failure of a bidder to be present at the visit will render it ineligible to submit a bid for this call for tenders.
The company is not responsible for any verbal information provided during the visit.




RECEIPT AND OPENING OF TENDERS
Bids must be received at the Corporation's Bid Receiving Desk located at 1075 de l'Amérique-Française Street, Ground Floor, Québec City, Québec G1R 5P8 no later than the date and time indicated in the Additional Instructions .
The opening of tenders will take place on the date and time indicated for the receipt of tenders. The only opportunity for any person to attend this opening is to view the opening live on the Internet at the address indicated for this purpose in the Additional Instructions. No physical presence at the opening is now permitted. The use, recording, reproduction, broadcasting or any sharing of these or any part of their content is expressly prohibited.
COMPLAINT TRANSMISSION
The deadline for receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting contracts with public bodies (RLRQ, chapter C-65.1) is indicated in the Complementary Instructions .




INFORMATION
Bidders who wish to receive further information concerning the call for tenders must communicate in writing to the e-mail address indicated below, indicating the contract number, no later than three working days before the deadline for receipt of bids . If such a request for clarification is received two business days or less prior to the bid closing date and time, the Corporation reserves the right not to consider it.
