The Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for services of a technical nature for the contract mentioned in the title.
All bidders must comply with the requirements set out in the contract documents. These may be obtained only through the electronic call for tenders (SEAO) at www.seao.ca or by calling 514 856-6600 for residents of the Montréal area and toll-free 1-866-669-7326 for residents outside the Montréal area.
Bids submitted electronically are permitted and recommended in this call for tenders.
Caution: Note that only the documents required by the Corporation under the terms of this call for tenders must be submitted with the bid, so as to avoid any situation that would result in the bid being restrictive or conditional.
IMPORTANT NOTICES
Recommendation for Electronic Bidding
In order to protect the health of the personnel in its organization, the Company is putting in place preventive measures to combat the VIDOC-19 pandemic. Consequently, the Corporation strongly recommends that bidders submit their bids electronically through the electronic bidding system.
Authorization to contract/attestation from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, according to the requirements of the contract documents, for certification from Revenu Québec and, where applicable, for authorization to contract from the Autorité des marchés publics, to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and that does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and send it to the Company at the following e-mail address: infosoumission4@sqi.gouv.qc.ca .
CONTRACTUAL PERIOD
The services covered by this invitation to tender are required for a period of 60 months from 1 April 2021.
TENDER GUARANTEE
The bid must be accompanied by a bid security equal to 3% of the bid amount.
►Lorsque the tender is transmitted on paper, this tender security must be in the form of a bond, an irrevocable letter of guarantee, a certified cheque, money order or draft and must comply with the conditions set out in the "Tender Security" section of the Instructions to Tenderers .
►Lorsque If the bid is submitted electronically, this bid security must be in the form of a bond or irrevocable letter of guarantee and must comply with the conditions set out in the "Bid Security" section of the Instructions to Tenderers. No other form of security is accepted with this method of transmission.

Bidders must present themselves at the location, date and time set by the person in charge of the visits.
This mandatory visit is a condition of eligibility required of a bidder and will be verified through the attendance record provided for this purpose. Therefore, it is the responsibility of each bidder to attend the confirmed visit and to sign the attendance register provided for this purpose at the site of the visit. Consequently, failure by a bidder to be present at the visit, or to sign the register if present, will render it ineligible to submit a bid for this call for tenders.

SUBMISSION OF COMPLAINTS
The deadline for receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting contracts with public bodies (RLRQ, chapter C-65.1) is indicated in the Complementary Instructions .

Bidders who wish to receive further information concerning the call for tenders must communicate in writing to the e-mail address indicated below, indicating the contract number, no later than three working days before the deadline for receipt of bids . If such a request for clarification is received two business days or less prior to the bid closing date and time, the Corporation reserves the right not to consider it.
