Synopsis:
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions"
The U.S. Army Corps of Engineers, Portland District, intends to award a sole-source, firm-fixed price contract to The Hellan Strainer Company, 3249 East 80th Street, Cleveland, Ohio 44104. The purpose is to purchase brand name Hellan strainers and control panel with enclosures as follows:
Six each: 10" in-line automatic self-clean strainers. Strainer assembly comes complete with cast steel body (ASTM A216 WCB), internally & externally epoxy coated, 10" 150-lb RF flanged connections, dual rotating 1/8" perforated screens (all 316ss construction), screen scraper bars, screen drive motors & gearboxes (screen motors: 460v/3ph, TEFC, 1/3 hp each), 2" quarter turn automatic flush valve and pressure differential switch.
8 each: Control panel with NEMA-4X fiberglass enclosure designed for 460v/3ph voltage, UL inspected & label.
DP switch and 2" automatic flush valve will come mounted to strainer body. All internal components to be manufactured from 316 stainless steel material.
The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold.
A SOLICITATION WILL NOT BE POSTED
The Government intends to proceed with this sole source action. The NAICS code is 333999 - All Other Miscellaneous General Purpose Machinery. The size standard as defined by the U.S. Small Business Administration is 500 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the purchasing agent before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Daylight Time on 20 June 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
