District reserves the right to reject any or all Proposals and to accept the Proposal deemed most favorable to the interests of the District. District will not entertain any claims for costs related to the preparation and/or presentation of the Proposals. District is NOT contractually bound to any matters until such time as the District has negotiated and signed an agreement for services.
