This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing sampling and testing services of water quality for the Gulf Coast Veterans Health Care System, Joint Ambulatory Care Center, Pensacola, FL.

WATER QUALITY TESTING

GULF COAST VETERANS HEALTH CARE SYSTEM

SCOPE OF WORK

Furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with sampling and testing for certain water quality criteria in the Sterile Processing & Storage service being located at the Gulf Coast Veterans Health Care System, Joint Ambulatory Care Center, Pensacola, FL.

The water sampling and testing required is described as follows:

Contractor shall test, on a monthly basis, certain water quality criteria for the Joint Ambulatory Care Center (JACC), Pensacola, FL, including Heterotrophic Plate Count, total Organic Carbon, pH, Conductivity, Color, Turbidity and Total Dissolved Solids. The contractor will also conduct a field analysis of the sampled water on a monthly basis which will test for and be provided in a report the water temperature, chlorine, hardness (colorimetric test strip) and pH (colorimetric test strip). The contractor will test the same subject area on a quarterly basis for Hardness (total), Chloride, Copper (dissolved), Iron (dissolved), LAL/Endotoxin, and Manganese. The period of performance for this service contract will be for the one remaining quarter in the fiscal year 2019 and four consecutive option years to follow.

A total of two (2) samples will be taken for the Sterile Processing & Storage (SPS) Service at the JACC. This includes one (1) sample of the incoming water (utility) and one (1) sample of the SPS Reprocessing sinks (Critical). Test results will be forwarded to the Contracting Officer Representative (COR) within 15 working days of sampling. Test results shall be sent to the COR via electronic mail with a .pdf attachment within the specified period of time.

Contractor shall coordinate the sampling with VA personnel a minimum of one week prior to sampling. No water sampling shall occur until VA has given prior approval to start work. Contractor will be required to be escorted at all times while sampling is in process. All water samples shall be collected per CDC guidelines.

Water Sampling Schedule

Water sampling and test results shall be submitted to the Gulf Coast Veterans Health Care System, Biloxi, MS, for the fourth quarter prior to September 30, 2019.

Work will be performed during the hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal Holidays. Some work outside of normal hours of operations may be necessary and must be coordinated with the Project COR.

SPECIAL CONSIDERATIONS BY THE CONTRACTOR:

The contractor will be responsible for cleanliness of the building area both interior and exterior.

SAFETY CONSIDERATIONS:

Contractors workmen shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work.

Contractor will not be allowed to use Government tools, materials, and/or labor for this project.

All work is to be performed in strict compliance with the Scope of Work .
