The Syndicat mixte du Scot du Grand Rovaltain is looking for a service provider to carry out, as part of the revision of the Schéma de Cohérence territoriale, a needs-resources study on its territory, through : Component 1: Current needs-resources balance The aim of this first component is to draw up a balance sheet of current water consumption needs and the quantity of water resources available, based on regulatory constraints. Specific needs for network security linked to vulnerability factors linked to water quality or resource availability will also be taken into account, making sure to distinguish problematic sectors for each resource in the territory, and then by drinking water supply service, specifying the type of problem encountered. Stage 2: Prospective needs-resources balance This second stage will focus on estimating the future situation of water resources and needs in the context of climate change up to 2040. Stage 3: Guidelines and objectives Based on the current needs-resources balance, forecasts up to 2040 and the socio-economic context, the engineering firm will propose a set of measures that should lead to an appropriate strategy for drinking water supply and land use planning. This strategy should take into account the guidelines and objectives already set out in the current Scot. The various guidelines should be technically and economically realistic in the medium and long term, and may differ from one sector to another. This strategy may optionally be accompanied by a proposal for actions implemented on the territory through the Scot, some of which may be reflected in the future Scot action program. Quantities (supplies and services), nature and extent (works): needs-resources assessment of the Grand Rovaltain. Variants not accepted. Contract duration or lead time: 6 months from contract notification. Main terms of financing and payment and/or references to the texts which regulate them: the purchaser may grant an advance to the contractor if the initial amount of the contract is greater than 50,000 euros excluding taxes and insofar as the execution period is greater than two months (article R2191-3 of the French Public Order Code). The contractor may refuse payment of the advance (article R2191-5 of the Ccp). The terms and conditions for calculating the amount of the advance are set in accordance with articles R2191-6 to R2191-10 of the Code de la Commande Publique, i.e. 20%. The terms and conditions for reimbursing the advance are set out in articles R2191-11 and R2191-12 of the Code de la Commande Publique. The maximum payment term, to which the purchaser is committed, is 30 days. Legal form to be taken by the grouping of economic operators to whom the contract is awarded: the contract will be concluded with a single economic operator, or with a joint grouping with a joint representative. The bid, whether submitted by a single company or by a grouping, must indicate all known subcontractors at the time of submission. It must also indicate the services (and their amount) to be subcontracted, and the name and status of the subcontractors who will carry them out in place of the contractor. candidates are not allowed to submit several bids acting simultaneously: -as individual candidates and as members of one or more groupings; -as members of several groupings. Candidates selected for this consultation must be a multi-disciplinary team with the skills required to process data on water resources and analyze water requirements in the context of climate change, and to propose a framework of guidelines for taking water into account in the development of the region. Languages other than French that may be used in the bid or application: French. The currency used is the euro. Proof of the applicant's qualities and capabilities: Documents to be produced by the candidate, in support of its application: - Copy of the judgement(s) pronounced, if the candidate is in receivership; - Declaration on the candidate's honor attesting that it is in good standing, during the year preceding that in which the consultation is launched, with regard to articles L. 5212-1, L. 5212-2, L. 5212 5 and L. 5212-9 of the French Labor Code, concerning the employment of disabled workers; - If the applicant is established in France, a declaration on the applicant's honor certifying that the work is carried out by employees legally employed in accordance with articles L. 1221-10, L. 3243-2 and R. 3243-1 of the French Labor Code (in cases where the applicant has employees, in accordance with article D. 8222-5-3° of the French Labor Code); - If the applicant is established or domiciled abroad, a declaration on the applicant's honor attesting that he/she provides his/her employees with pay slips containing the information specified in article R. 3243-1 of the French Labor Code, or equivalent documents. Documents to be produced in support of applications by the candidate, at the option of the public purchaser: - Statement of overall sales and sales relating to the supplies, services or work covered by the contract, carried out over the last three financial years available; - Appropriate bank declaration or proof of professional risk insurance; - Balance sheets or extracts from balance sheets, for the last three years, of economic operators for whom the drawing up of balance sheets is compulsory by law; - Presentation of a list of the main supplies or services carried out over the last three years, indicating the amount, date and public or private recipient. Deliveries and services must be proven by a certificate from the recipient or, failing this, by a declaration from the economic operator; - Declaration of the tools, materials and technical equipment available to the candidate for carrying out contracts of the same nature; - For supplies and services, a description of the technical equipment, the measures employed by the economic operator to ensure quality, and the company's study and research resources; - Certificates of professional qualifications. Proof of the applicant's capacity may be provided by any means, in particular by certificates of professional identity or work references attesting to the economic operator's competence to provide the service for which it is applying; - Document proving that the applicant has a specific authorization or is a member of a specific organization to provide the service concerned in their country of origin; - Form DC1, Letter of application - Habilitation of the representative by his co-contractors (available at the following address: http://www.economie.gouv.fr/daj/formulaires-declaration-du-candidat); - Form DC2, Declaration by the individual candidate or member of the grouping (available at the following address: http://www.economie.gouv.fr/daj/formulaires-declaration-du-candidat); - If, in order to present its application, the candidate relies on the professional, technical and financial capacities of other economic operators, it must produce the same documents concerning this economic operator as those required by the public purchaser. If the documents supplied by the applicant are not drawn up in French, they must be accompanied by a translation into French, certified by a sworn translator as being in conformity with the original. Documents to be produced by the successful tenderer prior to signature and notification of the public contract or framework agreement (NOTI1 form): - The documents specified in articles D. 8222-5 or D. 8222-7 and D. 8222-8 of the French Labor Code; - If the successful tenderer is established in France, the attestations and certificates issued by the relevant authorities and organizations proving that it has met its tax and social security obligations, or an annual statement of certificates received; - If the successful tenderer is established in a country other than France, a certificate issued by the authorities and organizations of the country of origin. Where such a certificate is not issued by the country concerned, it may be replaced by an affidavit, or in countries where no such affidavit exists, by a solemn declaration made by the interested party before the competent judicial or administrative authority, a notary or a qualified professional body in the country; - If the documents supplied by the applicant are not drawn up in French, they must be accompanied by a translation into French, certified as true to the original by a sworn translator.
