GENERAL ENTREPRENEUR




SUMMARY OF WORK REQUIRED
The PUBLIC ORGANIZATION (Commission scolaire Marie-Victorin) wishes to establish an Performance Contract upon request with a general contractor or several general contractors.** The ENTREPRENEUR shall perform tasks consisting in organizing, coordinating, executing or having executed various Construction Works, in accordance with the Quotation, at the unit prices indicated in the Price Schedule.
** Section 19 of the Regulation respecting contracts for construction work by public bodies (RCTC) states that "a public body may conclude a contract for performance on request with one or more contractors (...). In addition, section 20.1 of the CCCR specifies that "where the performance contract on request is entered into with more than one contractor, the performance requests shall be assigned to the contractor who submitted the lowest price, unless the contractor is unable to respond, in which case the other contractors shall be solicited according to their respective rank".
For this call for tenders, the PUBLIC ORGANIZATION relies on Article 20.1 of the CCCR. The PUBLIC ORGANIZATION does not undertake to accept any of the tenders received.

Bidding Documents can only be obtained through the electronic bidding system ( www.seao.ca).
Bid Security: The BIDDER must provide a lump sum bid security of FOUR THOUSAND DOLLARS ($4000.00) with his Bid. This bid security must be submitted in one of the following forms: (a) a guarantee issued in favour of the PUBLIC ORGANIZATION by a Financial Institution, which must comply with the provisions of the model bid guarantee set out in Appendix 4.01A of the Bid Form; (b) an irrevocable letter of guarantee issued in favour of the PUBLIC ORGANIZATION by a Financial Institution, which must comply with the requirements of the model "Irrevocable Letter of Guarantee" set out in Appendix 4.01B of the bid form.
The bid security must be valid for the entire period of validity of the Bids. The PUBLIC ORGANIZATION retains the bid security of the lowest compliant BID until the final award of the Contract. It also retains the bid security of the second and third lowest compliant Bidders until the final award of the Contract to an ENTREPRENEUR.










DURATION OF THE CONTRACT:
The Contract is for a period of three (3) years, from June 1, 2019 to May 31, 2022.
