Description

The City of Schopfheim announces the new award of a contract for the use of roads for the laying and operation of gas supply pipelines for the direct supply of end consumers in the urban area of the City of Schopfheim pursuant to Section 46 (2) EnWG (Gas Concession Contract). The previous gas concession contract expired on 18 February 2018. The city intends to award the new gas concession contract, with a term of 20 years, starting from 1.1.2021 out. Information on the contracting authority and the forms are provided to the tenderers with the additional information which can be accessed via the portal. For general information on the city, please visit the city's website at www.schopfheim.de Network data of the former concessionaire on the concession area can be queried against prior submission of a confidentiality agreement. The confidentiality agreement can be accessed via the portal and must be submitted to the bidder cockpit of the portal. The procedure is created in several steps: I) Interested bidders shall, on the basis of a public invitation to tender, demonstrate their economic and financial capacity and their ability and permission to exercise their profession (hereinafter referred to as "joint suitability") with regard to the operation of gas supply networks. In addition, proof must be furnished that there are no grounds for exclusion pursuant to §§ 123, 124GWB. Only interested tenderers who can demonstrate their suitability and the absence of grounds for exclusion may be invited to submit a tender. The expression of interest must be signed by at least one authorised representative in a legally binding manner, scanned in as a pdf file and submitted via the portal by 26 August 2019, 12:00 noon at the latest, including all required documents. It is particularly important to note that no documents may be submitted after this deadline has expired. The completeness of the documents at the time of the expression of interest as well as the timeliness of the submission is a basic prerequisite for further participation in the procedure. This shall not affect the right of the contracting entity to set grace periods for the submission of declarations or evidence in compliance with the principle of non-discrimination; II) After completion of the expression of interest procedure, the qualified bidders identified shall be invited to submit an indicative initial offer to conclude the gas concession agreement no later than 18 September 2019. To this end, the qualified tenderers are invited to submit an indicative initial offer for the conclusion of the concession contract on the basis of the application conditions and performance specifications, specifying the selection criteria. The respective future concession holder must always pay the maximum permissible concession fee. Further details on the procedure, the award criteria, the level of concession fees and the gas network will be made available to tenderers together with the bidding conditions and specifications. Interested bidders can call up further information on the procedure (Additional Information) and forms independently via the portal. Interested bidders are advised that all information provided to them must be treated confidentially and that they must confirm this in writing to the City of Schopfheim before sending it. If a qualified company considers that it needs further information on the details of the network in addition to the network data sent, it is requested to inform the city via the bidder cockpit of the portal, stating the concrete requirements. The request is forwarded to the previous concessionaire in anonymous form as part of the award procedure. The latter then decides independently on this.
