Description

The purpose of this consultation is to award a works concession for the design and installation of NGV terminals at the Porte d'Orléans service station in Paris 14e, and for the operation of the entire site. The minimum requirements in terms of CNG fuelling are as follows: at least one CNG distribution point and the adjoining lanes shall be accessible to HGVs (max. gauge of HGV 26 t) and shall allow filling to the left and right of the vehicles. The size of the CNG distribution facilities should meet the following needs: average daily refuelling capacity of 70 to 150 vehicles (LCVs and PLs) for a distribution capacity of around 5 000 kg of CNG distributed per day. The City of Paris will not participate in the financing of the investments and will not be the project owner. The concessionaire will assume sole technical direction of the works and will bear the operating risk. It will also be responsible for all operating, maintenance, repair or construction expenses related to the assets covered by the future contract. Applicants, taking into account the City's CNG fuelling requirements, will be free to retain, modify or remove any existing facilities, depending on their plans for operating the site. The future dealer will have to cease all distribution of fuel for diesel-powered vehicles in 2024. On the other hand, the distribution of petrol can be continued until 2030. Applicants are free, in compliance with the CNG fuelling regulations, to also offer other alternative energies with lower emissions and less carbon emissions than diesel, such as LPG/Bio LPG for example.
