Description

Background for the procurement: The Norwegian Parliament c/o the administration currently operates its own network infrastructure on both cabled and wireless networks. The Norwegian Parliament's buildings consist of approx. 70 000 m2 divided between 9 buildings that are in close proximity to each other. Within this area, the Norwegian Parliament has a switched network based on Ethernet and TCP/IP, with equipment from Cisco. The network is used for transporting data, audio, pictures and telephony. The Norwegian Parliament is connected to the Internet as an ordinary internet service provider (ISP), with 2 transit connections. Dynamic routing and multi-cast are used for parts of the network. In addition, the Norwegian Parliament has established an internal PKI system based on Microsoft as well as a system for one-time passwords via SMS. The basic infrastructre consists of Cisco 6509 in a VSS-cluster, Nexus 5548 in a vPC-cluster, Cisco 4500x in a VSS-cluster and edge switches of type Cisco 3650 in a stack. The Norwegian Parliament has installed a Ciscow wireless network with approx. 500 access points. Cisco Prime Infrastructure is used, amongst other things, for analysis and monitoring. Splunk is used for log analysis. F5 BIG-IP is used as the application controller, load balancer and internal firewall. Access control is controlled with Cisco ISE and perimeter security with Cisco FPR 4110. We have a joint procurement and maintenance contract for the above-mentioned equipment, which is about to expire, so we would therefore like to enter into a new contract. In addition to the above-mentioned contracts, we also have separate consultancy contracts for network assistance, which are also about to expire. Needs that must be met by the new contract: The existing contracts shall be gathered in this competition to a new general contract with an extended scope. We have identified a need to enter into a contract with a tenderer who will be a total collaboration partner in the network area, who can assist with the following: — Procurement of equipment that supplements or replaces discarded equipment that is currently in use and expansion of the guarantee/support, as well as the procurement of new systems. We therefore need a tenderer who has good competence in and can deliver on Cisco and F5, but who, to the greatest possible degree, is independent of manufacturers and who can also offer equipment from a broad range of manufacturers in order to meet future needs. The tenderer must offer procurement assistance, including assistance in choosing future orientated and environmentally friendly systems, — Assist with administrative contract simplification; including communicating and maintaining an overview of third-partly licences/maintenance contracts and keeping these updated in the contract period. As a part of this, the tenderer must take over and continue the current support/licence contracts after the start-up of the contract, — Be a gathering point for our support enquiries for third-party manufacturers, e.g. support/guarantee for Cisco and F5, etc, — Access to a support organisation that can offer troubleshooting on an hourly basis (both on and off site) with own personnel, as well as necessary escalation to a third party on our behalf, — Offer consultancy services of expert quality, both with a core team dedicated to us for major assignments, as well as for minor assignments that can be solved by other personnel, — Assist with daily operations if needed, e.g., long-term absence in the contracting authority's personnel.
