This requirement is for: The Correctional Service of Canada CORCAN, Pacific Region.
Trade agreement: This procurement is not subject to any trade agreement.

Set-aside under the Procurement Strategy for Indigenous Business:
This procurement is open to both Indigenous and non-Indigenous businesses. All interested suppliers may participate. However, suppliers are to note that this requirement is subject to a preference for Indigenous suppliers and will be set-aside under the federal government Procurement Strategy for Indigenous Business (PSIB) if Canada receives two or more responsive bids from Indigenous businesses who meet the requirements of the PSIB.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada CORCAN has a requirement to provide vocational training to offenders to aid in their safe reintegration into the community.
CSC may award up to a maximum of two (2) Standing Offers one (1) per each stream as a result of this request for standing offer.
One (1) standing offer (SO) for Stream 1 – Fraser Valley Area; and
One (1) standing offer (SO) for Stream 2 – William Head
Bidders may submit a bid for one or both streams. However, bidders submitting a bid for both streams must be able to provide Forklift Operator certificate courses to all of the institutional site(s) listed within the streams for which they are submitting a bid.
Bidders must also be able to supply sufficient resources for the required services for all streams for which they are submitting a bid.
Objectives: To provide a series of FORKLIFT OPERATOR Certificate courses recognized by the Provincial Regulatory Body that will apply to various industries and labor market sectors to groups of offenders at Federal Institutions in the province of British Columbia. Upon successful completion of this training, the Contractor must provide offenders with a valid 3rd party certificate that will allow them to work in jobs requiring FORKLIFT OPERATOR Certification.
Deliverables: The Contractor must provide:
- a two (2) day Forklift Operator training course and certificates to groups of offenders of no less than six (6) per group and no more than eight (8) per group at CSC institutions in British Columbia.
- Rental of a Forklift for Stream 1 Fraser Valley, up to four (4) rentals per year.
- Sufficient resources (instructors) to facilitate Forklift Operator course for each
location for which the contractor has been identified to provide services;
- All necessary training materials – written, practical exercises, and testing – and equipment as required for the completion of the applicable course;
- Educational tools and classroom supplies including but not limited to binders, papers, and pencils;
- Specialized equipment (forklift) required in the delivery of the training;
- A copy of a class list and all original certificates delivered to the site and provided to the Project Authority as evidence when invoicing in addition to a class roster with course results;
The Contractor must provide original certificates to the site within 21 days of completion of a training session.
The Contractor must perform all work in English.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed during the period of date of standing offer issuance offer to July 31, 2025 with the option to renew for four (4) additional one-year periods.
