Description

The subject of the contract is forest management services as defined in Article 6, paragraph 1, item. 1 of the Forest Act of September 28, 1991 (unified text: Journal of Laws of 2021, item 1275, as amended - "Forest Act") covering silviculture and nature protection, harvesting and skidding of timber to be performed on the territory of the Stuposiany Forest District - Tarnawa Forestry in the year 2022. The material scope of the subject matter of the order includes the total amounts of silviculture and nature protection, harvesting and skidding works resulting from Appendix No. 3.1 to the SWZ, which consists of packages 01-05 in Tarnawa Forestry. The material scopes summarized in Annexes 3.1- 3.3, 3.6 are estimates. Detailed description is contained in the SWZ with annexes.

The material scope of the subject of the order includes the total quantities of silviculture and nature protection, harvesting and skidding works resulting from Appendix No. 3 to the SWZ, which consists of: Annex No. 3.1. - size of works by groups of activities, actions and locations in package 01; Annex No. 3.2. - sorting arrangement of timber harvesting; Annex No. 3.3. - list of distances and conditions of timber skidding;Annex No. 3.4. - list of items not available for machine harvesting;Annex No. 3.5. - information on the use of possible logging technologies; Annex No. 3.6. - list of areas where protection of overstory and undergrowth is planned. A detailed description of the standard of technology for carrying out individual forestry works (activities) included in the subject of the contract was the basis for determining the quality requirements relating to the elements comprising the subject of the contract contained in Annex No. 4 to the SWZ and Annex 3.1 package 01 to the SWZ. The proceeding is conducted as an open tender on the basis of Article 129 paragraph 1 item 1) in conjunction with Article 129 paragraph 2 and Articles 132-139 of the Act of September 11, 2019. Public Procurement Law (unified text: Journal of Laws of 2021, item 1129, as amended - "PPL") and implementing acts to the PPL. The procedure shall be conducted in accordance with the rules provided for classic contracts with a value equal to or exceeding the EU thresholds. The proceeding shall be conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Article 139 paragraph 1, 3 - 4 of the PPL. Pursuant to the cited provisions, the Contracting Authority will first examine and evaluate bids, and then qualify the subject qualification of the Contractor whose bid was the highest rated, in terms of lack of grounds for exclusion and fulfillment of the conditions for participation in the procedure.
