Description

The subject matter of the contract are forest management services as defined in Article 6.1.1. 1 of the Act of 28 September 1991 on Forests (consolidated text: Journal of Laws of 2021, item 1275 as amended - "Forest Act") covering works to be performed on the territory of the Forestry District of Płock in the year 2022. The proceedings are conducted in the open tender mode on the basis of Article 129 paragraph 1 point 1) in connection with Article 129 paragraph 2 and Articles 132-139 of the Act of 11 September 2019. Public Procurement Law (consolidated text: Journal of Laws of 2021, item 1129, as amended - "PZP") and executive acts to the PZP.The procedure is conducted in accordance with the rules provided for classic contracts with a value equal to or exceeding the EU thresholds.The procedure is conducted in accordance with the rules provided for the so-called "reverse procedure", referred to in Article 139 par. 1, 3 - 4 of the PZP.
The subject matter of the contract shall be forest management services as defined in art. 6 sec. 1 item. 1 of the Forest Act of 28 September 1991 (consolidated text: Journal of Laws of 2021, item 1275, as amended - "Forest Act") covering breeding and forest protection, fire protection, timber harvesting and skidding, forest nursery, selection and seeding of forest trees, maintenance of forest facilities and management of afforestations, to be executed in the territory of the Forest District Office in Płock in the year 2022. A detailed description of the subject matter of the contract is included in the terms of reference (SWZ) and in the appendices to the SWZ.The contracting authority, in accordance with Article 95 of the Polish Public Procurement Law (PZP), requires the employment by the Contractor or subcontractor under an employment relationship of people performing activities in the scope of the contract involving the harvesting and skidding of raw timber, if the performance of these activities involves the performance of work as specified in art. 22 § 1 of the Act of 26 June 1974. - Labour Code (consolidated text: Journal of Laws of 2020, item 1320, as amended). The detailed scope of work under the contract covers the total amount of work in the field of silviculture and forest protection, fire protection, harvesting and harvesting of wood, forest nursery, selection and seeding of forest trees, maintenance of forest facilities and management of afforestations, resulting from Appendix No 3 to the SWZ, which consists of:Appendix No 3.1. - size of work by activity group, activity and location; Annex 3.2 - sorting arrangement for wood harvesting; Annex 3.3 - specification of distances and conditions for wood harvesting; Annex 3.4 - specification of positions not available for machine harvesting; Annex 3.5 - information on applying possible harvesting technologies; Annex 3.The material ranges presented in appendixes no 3.1. - 3.3. are estimates. Quality standards relating to all important qualities of the subject matter of the contract are specified in the decision no 19 of the State Forests General Director dated 17 March 2021. The quality standards relating to all significant features of the subject matter of the contract are set out in Decision No 19 of the General Director of State Forests of 17 March 2021 on the implementation of the "Description of Forest Work Technology Standard" in organizational units of State Forests and Decision No 44 of the Director of the Regional Directorate of State Forests in Łódź of 29.09.2021 on the approval of descriptions of activities not described in the Description of Forest Work Technology Standard. The detailed description of the technology standard for the performance of individual forestry works (activities) included in the subject of the contract were the basis for determining the quality requirements for the elements comprising the subject of the contract in appendix 4 and 4.1 to the SWZ (Description of Forestry Work Technology Standard).
