Description

1) BackgroundBolivia"s National Plan for Drinking Water and Sanitation is aligned to the 2013 adopted national development strategy (Agenda Patriótica 2025). Their goals partially coincide with those of the Sustainable Development Goal 6 "Clean Water and Sanitation" (SDG-6) adopted by the United Nations in its 2030 Agenda.In order to monitor progress in the sector, a performance assessment framework (Marco de Evaluación de Desempeño, MED) has been approved by the Ministry of Environment and Water (Ministerio de Medio Ambiente y Agua, MMAyA) in 2018.However, Bolivia lacks sufficient reliable data in the sector. Furthermore, the quality of available information often falls short of international standards. Data gaps and contradictory information are especially common in remote, rural areas.One of the reasons for this situation is the fragmented system used for collecting statistical data. Different criteria are applied for harvesting data and the procedure is not coordinated. Linking data even proves difficult, as the various datasets and information systems used are frequently incompatible.There are, however, initial positive signs to improve the situation. Bolivia"s National Institute of Statistics is developing a national statistics strategy and the water sector has signaled its interest in measuring indicators more precisely in future.The technical cooperation module objective aims: "Key stakeholders at national and sub-national levels have used monitoring data on selected targets from SDG 6 of the 2030 Agenda, collected according to standards, to shape policy".2) Core responsibilities and activities to be performed by the ContractorThe contractor is responsible for achieving:— Output 2: The pre-requisites for improved processes in the data value chain of the water sector have been created,— Indicator 2.1: For selected SDG related indicators of the Performance Assessment Framework for the water and sanitation sector (MED), a description of procedures and methods for the production of statistics is available,— Indicator 2.2: Two elaborated case studies on innovative data collection for SDG targets 6.1 and 6.2 on clean water and sanitation in rural localities, especially considering gender aspects, are available to key stakeholders at national and sub-national level,— Indicator 1.1: An analysis of whether and to what extent existing data bases of governmental and non-governmental institutions related to the water and sanitation sector could be linked with one another is available to the MMAyA,— Module Objective Indicator 3 (MO 3): A recommendation for action to improve access to drinking water and/or sanitation in rural community regions within the scope of SDG 6.1 and 6.2, is available for a sub-national authority based on data sets which were collected digitally and locally in an alliance of public and private stakeholders.Key activities:— Development/ Application of an innovative data collection mechanism or tool in the context of SDG 6.1 and 6.2 in rural areas. Elaboration of 2 case studies with particular attention to gender aspects,— Analysis of administrative registers and data information systems related to water and sanitation and their compatibility— Analysis of internal procedures for data management in water sector institutions and INE,— Development of a procedure description for standardized methods to produce statistics in the water sector,— Networking between key actors on national and sub-national level under involvement of research institutions, civil society, NGOs and the private sector.In order to cover the entire tasks, a volume of 75 expert months with effect from the contract award date until 30.9.2021 is foreseen.
