Description

Recognising the critical role of skills development in achieving sustained economic and social development, maintaining global competitiveness and responding timely to changes in technology and work patterns, the Government of Pakistan has committed to a major reform of its system of technical and vocational education and training (TVET). Since April 2011, the TVET Sector Support Programmes (TSSP) assists the Government of Pakistan in the implementation of its ambitious TVET sector reform. The programme is co-funded by the European Union, the Federal Republic of Germany and the Royal Norwegian Embassy. It has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close collaboration with the National Vocational and technical training commission (NAVTTC), provincial technical education and vocational training authorities (TEVTAs) and large number of private sector organizations.During the first phase of the programme (2011-16) several milestones have been achieved such as Pakistan's first national TVET policy as well as the development of the National Vocational Qualifications Framework (NVQF) based on competency-based training and assessment (CBT&A) approach.The second phase of the programme (2017-2021) focuses on the implementation of the NVQF and the dissemination of CBT&A. One of the key elements in of this endeavour is the initial continuous professional development of training staff. In this context, TVETSSP has developed a comprehensive approach for Human Resource Development (HRD), committing to facilitate CBT&A technical training for 4 000 trainers/instructors, 700 principals/TVET managers, 1 800 assessors, 45 Chief Master Trainers and 110 Master Trainers in prioritised key economic sectors.In this context, TVETSSP seeks to commission an international institutional training provider to provide master trainers and Chief Master Trainers with trade-specific skills training and CBT&A theoretical methodologies in 2 training packages.The first package aims at capacitating 60 Chief Master Trainers and 120 Master Trainers on CBT&A teaching, learning and assessment methodologies to increase the number of available trainers to activate the cascading model. The proposed approach includes both an internationally recognised capacity upgradation for 60 Chief Master Trainers and 120 Master Trainers and the formal certification of successful candidates.As quality practical CBT&A trade-specific skills are fundamental for a high performing quality competency-based TVET sector, TVETSSP also intends to arrange in parallel a second training package for training and assessment training on various practical trade skills specific training programmes to build the technical capacity of 300 Chief Master Trainers and Master Trainers.Concretely, TVETSSP seeks support to deliver trade specific skills training and formal NVQF assessment and certification of up to 14 trade areas for 300 TVET practitioners in the following sectors: construction, hospitality, automotive, services, textiles, information communication technology, civil technology.
