Description
Almost 93% of Madagascar's 23.6 million inhabitants* live below the poverty line and about half of the population is affected by periodic food shortages. Rising demand for food and energy wood combined with stagnating productivity in agriculture and pasture farming lead to extreme resource degradation. The GIZ project "Protection and sustainable use of natural resources" in Madagascar, co-financed by the European Union, supports the government of Madagascar in the protection, sustainable management and responsible use of natural resources in and around selected protected areas in the Boeny and DIANA regions. The project is based on the hypothesis that biodiversity conservation in Madagascar's protected areas is only possible if legal alternatives to illegal timber use are available in the protected areas to meet substantial fuel and construction timber needs. The services to be rendered by the contractor are aimed at replacing illegally used wood resources (fuel and construction timber) with legal resources and at significantly increasing the income of farmers in the periphery of protected areas from the sustainable use and management of wood resources from forest plantations, natural forests and mangroves. This is achieved by professionalising the actors in the WSK Holz (energy and construction wood). The advisory services include (i) the preparation and implementation of management plans for forest plantations and natural forests, (ii) the obtaining of logging permits, (iii) the development of markets and access to market information, (iv) the improvement of product processing and certification. In the Ambilobe intervention area, support is also being provided to the actors of the WSK "improved charcoal stoves" in order to further reduce the consumption of energy wood on the consumption side and improve the income of the households concerned by increasing the use of these Foyers Améliorés. In parallel, local actors are to be supported in the establishment of new energy wood plantations according to the RVI (Reboisement Villageois Individuel) approach.
