Description

The head of the Butzbach correctional facility has granted a concession for the vending machine sale of non-alcoholic transparent drinks as well as snacks and tobacco products to visitors (approx. 70 visits per week) and to prisoners (approx. 420); concession period: 1.6.2020 to 31.5.2024. The concession concerns the implementation of a so-called cashless vending machine purchase, which is to include the following performance features Tokens can be purchased from a vending machine in the visitor access area at the gate of the Butzbach prison. The vending machine is to issue 2 different tokens (coupons), which are marked differently (e.g. in colour). One token is the so-called visitor token, the other the so-called prisoner token. The visitor badge can be topped up to a maximum of 15 EUR and the prisoner's badge to a maximum of 18 EUR. The visitor badge can only be used at the machines in the visitor vestibule (entrance area Visiting Department). There will be 2 vending machines and a snack machine. Only transparent drinks (e.g. water, lemonade, apple spritzer, iced tea) may be offered in the vending machines. No goods with cream fillings and tubular bag goods (e.g. chips, flips) may be offered in the snack machine. In principle, all vending machines are prohibited from offering alcoholic goods or goods with alcohol flavour. The visitor's badge remains with the visitor after the completed visit. Therefore, the token vending machine must be set up in such a way that the token can be returned and any unspent amount can be paid out. Alternatively, the visitor's badge should be prepared in such a way that it can be used again with the remaining amount on the next visit (up to approx. 6 weeks later). The prisoner stamp is given to the prisoner during the visit. With this brand, he can shop in the rear visiting area at 3 vending machines. The prisoner tag may only be used at the 3 machines in the rear visiting area. The 3 vending machines in the rear visiting area are to be designed either as combination machines or parcel machines. For combination vending machines, both tobacco products and luxury foods (snacks/sweets) must be offered per machine. Alcoholic goods and goods flavoured with alcohol may not be offered. Prefabricated packages are offered with the parcel machines. Parcels containing tobacco products, so-called smoke packs, and parcels containing only stimulants must be offered. Packages are to be offered in different price categories. The maximum price is 18 EUR. The prisoner's stamp is to be collected by the machines after the booked value has been used up. Alternatively, the prisoner stamp loses its validity immediately after the value has been used up. The supplier is responsible for the installation, charging (filling) and maintenance of the machines. The filling of the vending machines takes place 2 days a week by arrangement with the prison, currently on Mondays and Wednesdays. The Butzbach correctional facility receives a flat-rate commission of 5% of sales turnover per sales unit. The following applies to all machines: 24-hour emergency service in the event of a defect. The automats are provided by the installer under the condition of energy efficiency. The concessionaire bears all costs incurred (e.g. rent, maintenance, repair, etc.). For safety reasons, all items must be coordinated with the head of the security services department. It is expressly pointed out that the operating risk is the sole responsibility of the concessionaire.
