Description

The purpose of this RSA is to invite interested parties to submit Responses for the provision of Fire Retardant Services, which includes the supply of Fire Retardant and services (e.g., equipment and Loading Personnel) as well as Extra Services (i.e., Mobile Retardant Base and Forward Airtanker Base), to support the BC Wildfire Service (BCWS), a branch within the Ministry of Forests, in meeting fire control objectives throughout the Province of British Columbia.The Fire Retardant Services include:supply of Fire Retardant to 14 Airtanker Bases and other field locations; equipment to support the mixing of Fire Retardant and loading of Airtankers at Airtanker Bases; personnel to support the mixing and loading of Fire Retardant (e.g., Loader and Floater Loader); provision of Forward Airtanker Bases and Mobile Retardant Bases (equipment and Loading Personnel), to provided Fire Retardant and ancillary services at locations other than Airtanker Bases (i.e., Extra Services); and ancillary equipment e.g., ground applied and MRB (powder) Fire Retardant and fire retardant services.The  Fire Retardant Services must be provided on an as, if and when requested basis during the Operating Period. For greater certainty, a Contractor must provide the Fire Retardant Services required by the Province as set out in a Service Request for the Service Period identified in the Service Request, if the Service Request is for a Service Period during the Operating Period.A Standing Arrangement established pursuant to this RSA does not confer an exclusive right to provide the Fire Retardant Services to the Province. The Province reserves the right to procure the Fire Retardant Services by any other means, including use of other agreements, or by other procurement or contracting methods.The Province intends to enter into a Standing Arrangement with the highest scoring Respondent who meets all mandatory criteria and minimum scores, if any, and passes the qualification criteria and Internal Vendor Reference Check process and due diligence, if applicable. The anticipated term of the Standing Arrangement is from the date of execution to March 31, 2029. The Standing Arrangement will include an option to extend whereby the Province reserves the right, at its sole option, to extend the Standing Arrangement for up to three additional one-year periods, on the same terms and conditions. The Rates may be adjusted in accordance with the change to the BC Consumer Price Index for the year immediately preceding, as set out in section 18.24 of the Standing Arrangement (Appendix A). Further details as to the scope of this opportunity and the requirements can be found in Sections 3 and Appendix B of this RSA, as well as the Standing Arrangement (attached as Appendix A).
