Ministry of Water Resources and Meteorology (MOWRAM) of Cambodia is seeking a Project Implementation Consultant (Consultant) to support the implementation of Irrigated Agriculture Improvement Project financed by EIB.Specific areas of work include the preparation of River Basin Management Plan, feasibility studies of irrigation schemes, detailed engineering design, construction supervision, preparation & implementation of a Social & Environmental Management Framework, Provide Support to EA on procurement & financial management, preparation of progress reports, & monitoring & evaluation. The project will cover up to five existing irrigation schemes, enhancing their water supply reliability, improving irrigation efficiency & reducing climate-related disaster (flood and drought) within a total command area of about 51,000 ha of existing agricultural land. The provisionally selected schemes are in the provinces of Battambang, Kampong Thom, Takeo and Kampot.
1.Consultant to be responsible for the preparation of River Basin Management Plan, feasibility studies of irrigation schemes, detailed engineering design, construction supervision, preparation & implementation of a Social & Environmental Mgmt Framework, Provide Support to EA on procurement & financial mgmt, preparation of progress reports & monitoring & evaluation. The project will cover up to 5 existing irrigation schemes, enhancing their water supply reliability, improving irrigation efficiency & reducing climate-related disaster (flood & drought) within a total command area of about 51,000 ha of existing agricultural land. The project will also support the establishment of the National Water Resources Data Management Center & the Water Resources Information System including establishment of a new Doppler Radar Station in Kampong Thom Province and will strengthen capacity of Farmer Water Users Communities in irrigation system Operation & Maintenance. 2.Technical Capacity – general: Experience as a consulting firm contracted for services for at least 5 years and, specifically, experience as a consultant for project management, design & construction supervision of irrigation and/or water resources management infrastructures in the last 3 years. 3.Technical Capacity – personnel: all key experts proposed by the firm shall have preferably at least 5 years of relevant and appropriate skills and experience including:a. Ability to successfully manage and implement civil engineering projects of this natureb. Experience in the design of irrigation schemes including irrigation & drainage systemc. Experience in construction management & the ability to successfully oversee projects of this natured. Experience in Quantity Surveying with ability to develop budgets, bill of quantity & track, quantities & track and control cost. e. Experience with monitoring the environmental & social impacts of projects.At this stage it is not necessary to provide CVs.4.Technical capacity – contract references:i. Successful completion within the 8 years prior to the submission deadline of at least 2 service contracts for construction supervision of irrigation or water resources management infrastructures with individual contract amount of at least 1,500,000 USD. ii. Successful completion within the 8 years prior to submission deadline of at least 3 service contract for the feasibility study & detailed engineering design of irrigation schemes & the preparation of relevant tender documents with an individual contract amount of at least 1,500,000 USD. At least one of the contracts must be for the design of at least one irrigation scheme with a command area of at least 2,000 hectares. a.Please provide a certificate of completion for each contractb.Reference can be part of the combined or separated contracts. iii.Candidate should have carried out the services requested at point c.i and c.ii above as Single Consultant or Lead Consultant in an Association/Consortium/Joint Venture. 5.Financial Resources: the candidate submission of audited financial statements should have a minimum average annual turnover of 600,000 USD in for the last 3 years (2018, 2019, and 2020). In case more than six companies or consortia satisfy then above criteria, the ranking will be based on the number of references under c.i and c.ii and the best six will be shortlisted. 6.One electronic copy of the Expression of Interest must be received at the first address below no later than 5pm Phnom Penh Time, January 06, 2022. The electronic submission should include the name & address of the applicant & shall be clearly marked “Expression of Interest – Consultancy Services for the Project Management and Implementation Consultant (PMIC-2) for EIB financed Irrigated Agriculture Improvement Project (EIB-IAIP)” – EIB/MOWRAM/CS1-PMIC-2.
