Subject: Feasibility studies for energy project: Infrastructures and reforms

Contract reference: CMC-Togo/Energie/QCBS/2023/01

The Millennium Challenge Corporation ("MCC") is working with the Government of Togo ("GoT") to develop a Compact by the end of 2024. Togo has been selected as eligible for MCC funding in the fall of 2022. An analysis of constraints to economic growth was completed in February 2023, and the GoT has chosen to focus the preparation of the Compact on resolving constraints in the energy (high cost and insufficient reliability) and digital (high cost and insufficient use of digital services) sectors. The types of investment mentioned below will be subject to further assessment, refinement and pre-feasibility in order to determine the combination best aligned with the Togolese government's priorities, most suited to the MCC and most likely to improve the living conditions of the Togolese population :

- Electricity sector - A combination of investments in power generation, transmission and distribution, access and/or institutional strengthening.

- Digital sector - A combination of investments in meaningful connectivity, interoperable digital payment systems and the innovation ecosystem to contribute to more affordable digital access, the emergence of technology-based digital service solutions, and the growth of the digital economy.

As part of this Compact development process, Togo's compact program implementation unit ("CMC-Togo") has received funding from the MCC and intends to use part of these funds for payments under a consultancy services contract for "pre-feasibility studies for the energy project: infrastructure and reforms".

This RFP supplements the General Procurement Notice published on DgMarket on September 08, 2023, on UNDB Online on September 07, 2023, and in Togo Presse on September 08, 2023.

CMC-Togo now invites duly constituted firms to submit a proposal for the provision of the above-mentioned services ("Proposals"). Further information on these consultancy services is given in the Terms of Reference.

This RFP is open to all eligible entities ("Consultants") wishing to participate. Subject to the restrictions set forth in the RFP, Consultants may partner with other Consultants to optimize their ability to successfully execute the contract.

A Consultant will be selected under the Quality and Cost Based Selection (QCBS), the evaluation procedure whose steps are described in the sections of this RFP in accordance with the "MCC Program Procurement Guidelines" available on the MCC website (www.mcc.gov/ppg). The selection process, as described, includes the review and verification of the Consultant's qualifications and past performance, as well as a reference check, prior to the award of the Contract.

Please note that a Pre-Proposal Conference will be held on October 11, 2023, as indicated in the Request for Proposal Data Sheet ("RFPDS") in Section II of this RFP.

Proposals must be submitted electronically to the address and in the manner indicated in point IC 17.3, of the RFP Particulars, no later than November 03, 2023 at 3 p.m. (Lomé/Togo time).

It should be noted that only Proposals submitted electronically, following the Sync link indicated in the RFP Particulars, will be accepted.

Please note that the contract is composed of two lots: any Consultant may apply for and be awarded both (02) lots, provided that the evaluation and qualification criteria are met separately for each lot.

Technical proposals need not be password protected.

However, if a bidder decides to submit a password-protected technical proposal, the technical proposal password must be sent to the Agence intérimaire de passation des marchés (zineb.benbrahim@crownagents.co.uk) no earlier than November 02, 2023 and no later than 15 minutes before the submission deadline, Lomé time.

Late proposals will not be accepted under any circumstances.
