Description

The subject of the contract is: "Development of a Feasibility Study for the development of degraded post-mining areas, for RES and hydrogen production for the development of an innovative closed-loop economy." The description of the Ordering Party's needs and the characteristics of the service constituting the subject of the contract is contained in Annex No. 2 to the OP and the "Description of the Ordering Party's needs". Annex No. 2 is an integral part of the OPiW.
The Feasibility Study should include at least the following points (these elements are non-negotiable):1) the legal status enabling the implementation of the project being the subject of the Feasibility Study, in effect on the date of submission of this study to the Contracting Authority,2) Determination of the legal possibility of implementing the project and receiving funding/grant/loan, in particular from public funds, including EU funds,3) Determination of proposals for changes in legislation enabling the use of mining waste for the production of hydrogen and other products 4) the essence and purpose of the project: a. development and innovative aspects of the project,b. benefits resulting from the implementation of the project,c. Assessment of the compatibility of the project with the assumptions contained in the EU Coal Regions in Transition initiative, the country's development policy and other governmental and EU strategic documents related to the subject of the Feasibility Study,5) product market analysis a. characteristics of potential products, b. market prospects, c. anticipated competition,d. pricing/sales policy, 6) analysis of the availability of post-mining land and its condition in terms of its use in the project:a. Determination of the possibility and method of development of degraded areas in terms of the requirements of the applicable national and EU legal acts,b. analysis of available data in order to select the optimal site - post-mining land, for the future implementation of the project,c. analysis of environmental factors and their impact on the implementation of the project,d. analysis of social factors and their impact on the implementation of the project.7.) characteristics of the project: a. identification and availability of technological solutions of the project, b. selection of appropriate technology, its description and characteristics, c. description of basic facilities and equipment, as well as scale and process links between individual technological nodes, d. characteristics of products e. raw materials - demand and availability,f. mass and energy balance of the technology,g. summary of production and consumption of raw materials and utilities,h. basic technological indicators,i. list of basic technological equipment,8) production plan: a. organization of production,b. production plan for the time horizon of the project,9) organization and employment,10) timetable for implementation of the project,11) analysis of the possibility of obtaining energy for the technological system,a. method of supplying utilities,b. method of obtaining energy from RES for the implementation of the project,12) ecological conditions for the implementation of the project,a. characteristics of gaseous, liquid and solid wastes,b. expected method of management of mining wastes and reduction of emissions,c. assessment of the impact of the project on the environment,d. assessment of the possibility of admitting the project for operation,e. LCA analysis for the technological system under consideration and comparative analysis for the reference system proposed by the Contractor,13) financial analysis of the project,14) risk analysis for the project,15) analysis of social aspects of the project,16) Conclusions
