Nordre Follo Municipality is planning a procurement of a new management, operation, maintenance and development system (Norwegian abbreviation: FDVU). The system shall be used by Byggdrift [Buildings management department], Byutvikling [the Urban development department], Renhold [the Cleaning department], Kommunale utleieboliger [the Municipal rental housing department], Prosjektkontor [the Project office], Vann og avløp og Vei [the Water, Sewage and Road Department] and park avdelingen [the Park department].The following modules are considered important and must be offered by the provider:— online and application-based modules,— common user database with profiles,— information on areas and buildings,— work orders/internal control system and time registration,— MOM (management, operation, maintenance) documents archive, floor plans,— planning of maintenance and condition analyses,— cleaning,— the letting of housing and business areas.See Annex 1 the contracting authority's requirement specifications for further information.

The system shall be used by Byggdrift [Buildings management department], Byutvikling [the Urban development department], Renhold [the Cleaning department], Kommunale utleieboliger [the Municipal rental housing department], Prosjektkontor [the Project office], Vann og avløp og Vei [the Water, Sewage and Road Department] and park avdelingen [the Park department].There are currently approx. 150 users of the system. We assume that there will be a maximum of 500 users during the first years of operation and that this number can increase to over 1 000 users in a few years. However, there is great uncertainty about the number of users per year and the contracting authority therefore wants to have free access to licenses related to the system. The agreement period is maximum 10 years (the agreement lasts for 3 years, then automatic renewal for one year at a time).The following modules are considered important and must be offered by the provider:— online and application-based modules,— common user database with profiles,— information on areas and buildings,— work orders/internal control system and time registration,— MOM (Management, Operation, Maintenance) documents archive, floor plans,— planning of maintenance and condition analyses,— cleaning,— the letting of housing and business areas.ScopeThe contracting authority needs to enter into a contract with a provider who can deliver, implement and maintain the MOM system. The contracting authority wants to use cloud-based systems (SaaS).The assignment includes:— project execution,— potential development/adaptation,— potential establishment of the system for the Contracting Authority's technical environments,— potential integrations,— adaptation in relation to manual conversion of data,— facilitation and support related to tests,— support in connection with deployment and introduction,— support/maintenance/operation of the system.The contracting authority will use SSA-L [the Norwegian Government's Standard Terms and Conditions] when signing the contract. Before entering into a contract, the provider must accept and sign the contracting authority's data processor agreement (Digdir).See Annex 1 the contracting authority's requirement specifications for further information.
