TASK Based Professional Services (TSPS) Requirement
--------------------------------------------------------------------------
This requirement is for: Employment and Social Development Canada (ESDC)
This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under the stated consultant category, security level, region, level of expertise for the following categories:
1. Workstreams
1.1 Workstream 1 (Facilitation)
Facilitation services for the virtual delivery of the National Learning Roadmap for Employment and Social Development Canada (ESDC) Facilitation. This is intended for aspiring and practicing facilitators responsible for delivering operational and corporate training within the department.
Security requirements apply to workstream 1 (Facilitation).
Resources needed: a) three (3), category: 7.17 Training facilitator, senior (2 Bilingual, 1 English)
b) three (3), category: 7.17 Training facilitator, junior (2 Bilingual, 1 English)
1.2 Workstream 2 (Managers)
Facilitation services for the virtual delivery of the National Learning Roadmap for Employment and Social Development Canada (ESDC) Managers. This is intended for team leaders, supervisors, and managers of any experience level.
No security requirements apply to workstream 2 (Managers).
Resources needed: a) three (3), category: 7.17 Training facilitator, senior (3 Bilingual)
b) three (3), category: 7.17 Training facilitator, junior (3 Bilingual)
1.3 Workstream 3 (Expertise)
Facilitation services for the virtual delivery of the National Learning Roadmap for Employment and Social Development Canada (ESDC) Expertise.
The goal of this Roadmap is to enhance ESDC employees’ knowledge, competence, and performance. It is defined as a sequence of well-structured learning activities. They are designed to offer learners the opportunity to gain new knowledge, develop skills, form new attitudes, share experiences, discuss best practices, and develop effective strategies in a realistic context.
Security requirements apply to workstream 3 (Expertise).
Resources needed: a) three (3), category: 7.17 Training facilitator, intermediate (2 Bilingual, 1 English)
1.4 The solicitation is intended to result in the award of one contract per Workstream.
1.5 Bidders can submit a proposal for more than one (1) Workstream in response to this bid solicitation. However, bidders cannot submit the same resource for several workstreams. If a bidder submits the same resource for more than one (1) workstream, their bid(s) will automatically be deemed non-compliant and they will not proceed to the bid evaluation phase.
2. Proposed period of contract
Each contract will be for a period from Contract award to March 31, 2025 plus two (2) one-year additional irrevocable option periods under the same conditions.
Option Period 1: from April 1, 2025 to March 31, 2026; and
Option Period 2: from April 1, 2026 to March 31, 2027.
3. Trade Agreements (see attachment "100024631-NPP-Eng" in the "Bidding details" section.
4. Conditional Set-aside for Indigenous Business (PSIB)
Each workstream in this procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business (PSIB). In accordance with the requirements for conditionally set aside procurements of the PSIB, if there are two (2) or more responsive bids with a valid Indigenous Business Certification in the same workstream, only those responsive bids will be eligible to be awarded a contract in that workstream; otherwise, all responsive bids will be eligible. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.
