The Bureau of Indian Affairs (BIA) is soliciting offers to conduct Alamo and Canoncito Noxious Weed Control Project for BIA, Eastern Navajo Agency, Branch of Natural Resources, Crownpoint, New Mexico. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A0924Q0036 herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The NAICS Code is 562910. Size Standard: $25 million. The BIA, Western Navajo Agency, solicits work consisting of furnishing all labor, materials, equipment, laboratory, and transportation to conduct Alamo and Canoncito Noxious Weed Control Inventory, BIA, Eastern Navajo Agency, Branch of Natural Resources, Crownpoint, New Mexico. accordance with the Statement of Work which is included as Attachment No. One (1). Price Schedule: 1 LS $___________________________Provide an itemized breakdown of costs. The following factors shall be used Source of Evaluation Criteria:Proposals from contractors shall contain the following information:1. Summary of Qualifications and related experience2. Project Manager Resume3. Knowledge of working with Navajo communities in Arizona, New Mexico, and Utah and on the Navajo Indian Reservation and ability to travel to the site without an escort.4. List of all subcontractors including qualifications and experience.to evaluate offers:5. Past Performance. Identify past performance within the past 5 years for similar projects.6. Technical ApproachAll evaluation factors, when combined, are significantly more important than cost or price.Submit detailed information for each evaluation factor.Responses for each evaluation factor will need to be submitted with your proposal.(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
