Description
The City of Surrey is undergoing a police model transition from RCMP municipal policing to establishing its own Municipal Police Department (MPD). The MPD that will provide policing on behalf of the City is the Surrey Police Service (SPS).Before the SPS can become the City’s police of jurisdiction (POJ) per s.3(2) of the Police Act, the Surrey Police Board and SPS must demonstrate to the Province that SPS has satisfied the practical and statutory requirements to operate as its POJ. The Policing and Security Branch is conducting an assessment which will inform the Ministry's consideration and decision for the SPS to become POJ. The assessment will review SPS’s policies, plans, infrastructure, accommodation, facilities, and resourcing. This assessment aims to inform the Ministry officials regarding SPS’s fulfilment of these practical and statutory requirements.The Province intends to award one Contract to one proponent from this RFP. Teams will not be accepted; only one individual will be awarded the Contract.This RFP aims to seek a qualified, motivated, and efficient evaluator to conduct the assessment of the SPS. The successful proponent will not be responsible for designing the bulk of the assessment; this has been completed by the Branch. The proponent will conduct the assessment following the Branch’s methodology. The proponent may be requested to draft additional assessment tools and provide assessment recommendations as necessary. The scale and scope of this police model transition as well as the assessment required to approve SPS as the POJ is unprecedented in British Columbia (BC) and Canada. The proponent must demonstrate that they can conduct the assessment in a timely manner while being able to adapt to changing circumstances.Further details as to the scope of this opportunity and the requirements can be found within this RFP
