FAA Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK, Enterprise Services Center (ESC), is performing market research for a transactional reporting solution to aide in the path forward for a transactional reporting solution replacing the Oracle Discoverer reporting tool. This is a request for an informal price estimate, or Rough Order of Magnitude (ROM), and product list, which may satisfy the projectâs high-level requirements.
This does not constitute a pre-competition, nor form the basis for the competitive pool. You are not being evaluated in any way. This is for informational purposes, not a marketing opportunity. This market research is being conducted with the understanding that we will hold the information provided as proprietary. Any information provided will not be shared with anyone other than those who are directly involved in the research process.
If multiple core platforms, products, or solutions would satisfy the requirements, please provide separate product listings and estimates for each, with the understanding that certain add-ons/modules may appear on both estimates.
Background
The ESC provides shared financial services and systems for Federal Agencies including the US Department of Transportation (DOT). Oracleâs Discoverer reporting tool is an integral part of ESCâs overall reporting solution. With Oracleâs de-support of Discoverer announced, ESC has a need to identify an alternative transactional reporting solution that provides, at a minimum, the basic reporting capabilities that Discoverer provides.
Purpose
The ESC, with support of DOT, is contemplating an award for an enterprise wide transactional reporting solution capable of replacing an existing unsupported transactional reporting solution. ESC seeks information to help drive solution definition consistent with market trends for reporting solutions. This is a request for an informal price estimate (ROM) for a full transactional reporting solution meeting the requirements provided.
Assumptions
Consider the following assumptions in response preparation:
⢠Solution will work as either an on premises Commercial Off The Shelf (COTS) installation or a hosted Software as a Service (SaaS)
⢠Reportable connections to multiple data sources and connection options
⢠Solution capable to support a high volume of users (roughly 2,000) with 3,000 to 5,000 report executions per day [Currently, our reporting users are not divided by experience or capabilities. Knowing modern reporting tools are dependent upon user categories, assume the following projections: 20 admin capable users (establishing roles and responsibilities, metadata definition, configuration, etc.), 125 super user capable (modify existing reports or write new reports, share and consume reports), and about 2000 standard user capable (consume reports with options to filter and format within existing report definition).]
⢠Product Support and Licensing structures are factored into the solution and estimates.
⢠Up to five individual environments to support internal Configuration Management (CM) process, including but not limited to, Production, User Acceptance Test, System Integration Test, Development, and Disaster Recovery.

Product and solution requirements and capabilities are detailed in the attached Statement of Objective to aid in solution for RFI response.

The information desired in this Request for Information is below.
Topic 1: Does your companyâs reporting solution provide an automated migration of workbooks and metadata from Discoverer (version 11.1.X)? Yes or No (select one)
Follow-up explanation (optional): If yes, please provide 1) high-level outline of the migration strategy and 2) estimated duration for migration and testing of a single Discoverer workbook (assume 3 worksheets or less).
Does your company provide migration support (training and/or consulting) for end to end migration of Discoverer workbooks to the companyâs reporting solution? Yes or No (select one)

Topic 2: Does your company offer a Software as a Service (SaaS) solution, complete with hosting and management of the customerâs deployed solution? Yes or No (select one)
If yes, what are your solutionâs technical requirements to accommodate source data that doesnât exist in the hosted SaaS (either on-premises at customer or in an alternative cloud transactional application/solution)?
Topic 3: Does your company offer an on-premises reporting solution? Yes or No (select one)

What skill sets and/or assistance does your company expect from the customer for implementation onto your reporting solution?

All interested parties should submit their responses to Harold.Hannah@faa.gov. Questions must be in writing. Respondents are to outline the information in the following categories/format:
A. Company Overview
Provide a brief description of your company, services, business size, and point(s) of contact, including name, address, phone, and email address.
B. Reporting Product/Solution Overview
Provide a brochure overview or your companyâs transactional reporting product solution.
Please also include the experience your company has implementing customers onto your solution, specifically those implementations having an extensive number of workbooks (in excess of 4,000) to migrate from Discoverer.
C. Responses to RFI questions listed above in Information Requested section
D. Estimate (ROM) with licensing details
Provide a ROM for each platform, product, or solution proposed as meeting requirements. For each ROM, the following cost categories will assist in ESCâs internal review: 1) Implementation Services, 2) Software Perpetual Licensing, 3) Training, 4) Consulting for Discoverer Conversion, and 5) Maintenance Costs (after the first year). Please identify estimates to these categories.
RFI Answers (A, B, & C) not to exceed 10 pages. ROM (D) not to exceed 3 pages per solution.
