Description

The subject of the invitation to tender is the introduction of an ERP solution (Enterprise Resource Planning) including document management.
The subject of the tender is the introduction of an ERP solution (Enterprise Resource Planning) incl. document management, which to the greatest possible extent offers already preconfigured, standardized, industry-typical functions and business processes that are suitable for meeting the requirements. The detailed service description is described in detail in the requirements catalog.Schedule:The setup of the system and the migration of the data shall take place by 31.10.2023.A test phase shall take place from 01.11.2023 to 31.12.2023.The commissioning of the software is desirable for the year 2024 by 01.12.2023, but not mandatory.The start of operations shall take place by 01.01.2024.The number of licenses are as follows: 40 ERP full access licenses, 30 read access licenses and 2 device licenses. Optionally, the licenses for a possible DMS system are also to be taken into account.All (functional) requirements for the system and the modules used are thus to be realized with standard functionalities (parameterization, i.e. implementation of best practices instead of individual development), in order to also ensure the maintainability of the system. This means that some of the client's processes will have to be redesigned. The services to be awarded (introduction of an ERP solution with document management system) include all modules required for the introduction and operation of the solution in accordance with the requirements catalog, as well as the services to be provided for this, in particular the conceptual design, system delivery, migration and implementation and specific adaptation of the solution, as well as ensuring system operation for 12 months. The scope of services also includes the creation of specifications, system, user and procedural documentation (legally compliant), corresponding training documents and the implementation of all necessary training courses as part of the system introduction.The system is intended to support and digitize the following subject areas and associated workflows without media discontinuity:- financial accounting, asset accounting, annual financial statements (HGB), cameralistics (business plan)- the procurement process, including internal requisitioning, incl. purchase-to-pay invoice processing, and Purchasing of all goods and services required in the company (incl. procurement for complex projects and administration of the associated contracts in a contract management system).- Integration of a GoBD-compliant document management system. Warehouse management with all necessary warehouse and article information, inventory management, connection of barcode scanners or MDE devices- Creation of budgets and business plans, budget control, funds commitment, cover eligibility/cover pools, transfers, comprehensive planning function over several years and during the year, display of past ACTUAL data, planned data, expected values (sum of ACTUAL and PLAN values) for a period and the remaining funds (PLAN-ACTUAL deviation), Consideration of the remaining funds of the previous year for the following year as a PLAN increase), consideration of reallocations (=shifting of funds from one project to another)- Controlling (presentation of payment flows, budget management, cost and activity accounting and allocations)Provision and implementation of the ERP system as a SaaS solution in Microsoft Cloud Germany to integrate other Microsoft solutions such as Office Microsoft 365 and Power BI.Possibilities of extending further SaaS-enabled requirements such as human resources and implementation of industry-specific core competencies in production and waste disposal.Two options are requested:1. option with an own document management system 2. option with the existing ELO document management system.
