Request for Information
SYNOPSIS: The purpose of this RFI is to conduct Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
INTRODUCTION: The United State Marines Corps (USMC), Marine Corps System Command (MARCOSYSCOM), Program Manager for the Training System (PM TRASYS), has a requirement for enhancement for gunnery training systems. This enhancement includes hardware and software for the mobile/ relocatable M1A1 advanced gunnery training systems (AGTS) (Qty: 19) and (21) M1A1 table top AGTS (TAGTS).
SUBMISSION OF RESPONSES: Responses are not to exceed twelve (12) pages. Responses shall be in electronic format. Please include in your response the following:
1) A cover page that includes your company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code 541511 and points of contract (names, email, and telephone numbers) at a minimum.
2) If a COA (listed below) is feasible, please provide a narrative to describe the technology replacement for each COA. Please include any Program and Business Management, Logistics Support, Process Engineering, and General Engineering support services information you feel is pertinent to the feasibility of the COA.
If the COA is not feasible, please provide the reasons as to why. Also, if not feasible, #'s 3 and 4 are not required.
3) The estimated length it would take to perform and field each COA based on 2a above.
4) The ROM in terms of Price for the COA based on 2a above.
5) The contractor shall provide a ROM for the combined modifications of the AIDATS, TCSH, and GPSLP. A separate ROM is required for each optional requirement in COA 1.
COA 1: Perform concurrency modifications on the currently fielded M1A1 AGTS (RAGTS/MAGTS/TAGTS)
• M1A1 RAGTS/MAGTS Concurrency Modifications shall include the integration of the following systems:
• Abrams Integrated Display and Targeting System (AIDATS)
• Tank Commander's Single Handle (TCSH)
• Gunner Primary Sight Lower Panel (GPSLP)
• Slew-to-Cue (S2C) (Optional)
• Force XXI Battle Command Brigade and Below (FBCB2) - (This will be a non-functional model to represent space constraints only) (Optional)
• Add the multi-purpose high explosive (MPHE) round to the available simulated munitions (Optional)
• M1A1 TAGTS Concurrency Modification shall only include the integration of the Gunner Primary Sight Lower Panel (GPSLP)
COA 2: Perform concurrency modifications of the currently fielded M1A1 AGTS(RAGTS/MAGTS/TAGTS) listed in COA 1. Under this COA, the Government will provide the actual, operational AIDATS Display Control Module (DCM), and Tank Commander Single Handle (TCSH), Force XXI Battle Command Brigade and Below (FBCB2) for incorporation into the simulator.
COA 3: Perform concurrency modifications of the currently fielded M1A1 AGTS(RAGTS/MAGTS/TAGTS) listed in COA 1. Under this COA, the Government will provide the actual, operational AIDATS Display Control Module (DCM).
