Description

The Hohenlohekreis plans to build the new Hohenlohekreis district administration building in the district town of Künzelsau in several construction phases.an architectural competition has been announced for this purpose, which is currently still being processed.in the realization part of the competition, offices and departments are to be combined in three buildings at the Künzelsau site. The new building is to be constructed in initially two construction phases as a building ensemble that represents an open and citizen-oriented administration. The ensemble will be supplemented by a possible third construction phase (idea part of the competition, not part of this procedure). For the project, specialist planners are now being sought for project management incl. BIM management, structural planning, specialist planning for building services (HVAC), specialist planning for building services (electrical), fire protection and building physics by means of a negotiated procedure with a competitive bidding process. The contract is to be awarded in stages.Negotiations: 22.09.2022 (structural design, fire protection and building physics) and 23.09.2022 (project management, specialist planning TGA HLS and ELT).
Preliminary remark:The term "district office" is based on earlier planning considerations for a district office in only one building. In this tender, different terms are used for this project. The project title "Neubau Kreishaus Hohenlohekreis" refers to an ensemble of new buildings to be constructed for the district administration ("Landratsamt"), which also includes existing district administration buildings along the new city axis.The Hohenlohekreis intends to build the new Hohenlohekreis district administration building in the district town of Künzelsau in several construction phases.an architectural competition has been announced for this purpose, which is currently still being processed.in the realization part of the competition, offices and departments are to be combined in three buildings at the Künzelsau location. The ensemble will be supplemented by a possible third construction phase (idea part of the competition, not part of this procedure).CONSTRUCTION SECTION 1 (REALIZATION SECTION) In the first construction phase, workplaces for around 290 employees are to be planned with a floor space of around 6,000 m² NUF.CONSTRUCTION SECTION 2.1 (REALIZATION SECTION) In construction phase 2.1, workplaces for around 120 employees are to be planned with a floor space of around 3,600 m² NUF.CONSTRUCTION SECTION 2.2 (REALIZATION SECTION) Construction phase 2.2 is to provide space for around 180 employees with a usable area of around 3,200 m² NUF.CONSTRUCTION SECTION 3 (IDEAS SECTION, not part of this procedure) In the ideas section, supplementary areas for around 90 employees with a usable area of at least 1,500 m² NUF plus design-dependent areas are to be proposed as the 3rd construction section and the maximum possible area is to be presented.The competition area is centrally located in the inner city area of the town of Künzelsau. It ties in with the already completed redevelopment areas of Bahnhoftraße/ZOB and the neighborhood development "An der Stadtmauer" as well as the redevelopment of Hauptstraße.The buildings currently still on the site will be dismantled in stages in favor of the new development, starting with the second construction stage. The aim of this competition is to create a forward-looking contribution to the building culture of the city of Künzelsau for this location and in the context mentioned, which naturally combines building culture with sustainability. The awarding authority is striving for certification in accordance with the "German Seal of Quality for Sustainable Building" in the gold quality level. Accordingly, the corresponding targets for energy-efficient and sustainable construction are to be taken into account already in the early planning phase.In addition, the project is to meet the funding requirement for the sustainability class at the Federal Promotion for Efficient Buildings (BEG) and achieve at least the efficiency building 40 standard (EG40).The estimated costs KG 300+400 net for the realization part of the competition amount to € 36.5 million.Start of planning: expected November 2022; completion BA 1: planned end of 2026.Subsequently, the 2nd construction phase, and 3rd construction phase (this is not part of this procedure) are to be planned and executed, the exact timing and construction phase formation is, among other things, also design-dependent..The further planning and execution following the competition are to be based on BIM. The object planner assumes the role of the overall BIM coordinator. The specialist planners shall provide a BIM coordinator accordingly.The client shall provide the project participants with a BIM-capable project platform free of charge in coordination with the planning participants....Additional fire protection:The participants in the architectural competition should summarize the main features of the fire protection concept and illustrate them in a suitable manner, in particular with regard to the following aspects:- Concept: necessary corridors or areas of use- The aim is to have areas of use with a maximum size of 400 m², which means that necessary corridors can be omitted, which are generally to be kept free of fire loads.- Essential fire and smoke sections. Essential fire and smoke compartments- It is assumed that the relevant standards, guidelines and regulations will be taken into account. For the planning services for fire protection according to AHO booklet 17, LPH 1-5 and 8 (without preparation of the award of contract and participation in the award of contract), optionally special services of LPH 9 (escape and rescue plans), a specialist planner is sought.The above services relate to the 1st and 2nd construction phase.Separate contracts are planned for the two construction phases, with commissioning in stages in each case. In the first stage, the service phases 1-3 will be commissioned. There is no legal entitlement to the further commissioning of the respective subsequent service stage, and the client also reserves the right to perform individual services within a service stage itself or to have them performed by third parties.
