The services of the contractor (CO) comprise the object planning of engineering structures, service phases (LPH) 2-8 in accordance with § 43 HOAI for the renewal of the media supply (due to own work of the client (CL) in some areas also omission of basic services or partial services of basic services).In addition to the basic services, the following special services are required:- In LPH 7: Review and evaluation of secondary offers.- In LPH 8: Local construction supervision, cost control, review of supplements, preparation of as-built drawings and data continuation in accordance with BFR wastewater.
In the Southern Palatinate Barracks as well as in the former Air Force Material Depot (former LwMatDp) in Germersheim, the Air Force Training Battalion (LwAusbBtl), the Federal Armed Forces Service Center Zweibrücken, parts Germersheim (BwDLZ ZW Tle. GER) other small services stationed..As part of the Liegenschaftsbezogenen Ausbaukonzepts (LBAK) for the above-mentioned properties, the need for the renewal of the media supply was identified in 2019. The focus in the Southern Palatinate Barracks area is on the lodging/economy/teaching and sanitary areas. The building fabric is being fundamentally modernized primarily in this area, so the existing media supply must be adapted or renewed accordingly. The adaptation or renewal of the media supply is required on the basis of the LBAK (incl. all partial concepts).These are in detail:- if necessary, adaptation of accessibility with the lowest possible expenditure- the connection of streets, paths and squares is to be ensured- reorganization of the supply and disposal systems of the properties- economic variant investigation of whether a complete expansion of the old sewers or a (if necessary also partial) damming is more cost-effective. The drinking water and extinguishing water networks are to be newly constructed as separate networks with a study of variants.- Until the newly constructed media supply is connected, the existing media technology systems remain in operation. The media supply is to be ensured in a future-oriented manner.- The civil engineering measures are to be combined and planned for all media.- A specialist planner is to be commissioned separately for the electrical engineering department, and a construction logistics expert is also to be called in.Wastewater systems:As a result of the restructuring of the property, parts of the current structure of the wastewater network will be eliminated. New buildings in the southern area of the property are to be connected to the network. This will result in changes to the hydraulic conditions. The property-related wastewater concept (LAK) is to be implemented and updated.As part of the updating of the LAK, hydraulic proof of the network in its new structure is to be carried out.The network structures that will be omitted in the future are to be expanded or professionally dammed, for which an economic feasibility study is required.The property lies entirely in the water protection area (zone III).Measures from the LAC Part A condition assessment that were assigned to object classes 4 "short-term need for action" and 5 "immediate need for action" (as a rule, immediate action) are to be implemented in the short term..Water systems:In the future, drinking water preparation is to be decentralized in the buildings by means of a fresh water station via a drinking water network separate from the extinguishing water supply. The measures required for this in the buildings are to be determined, planned and implemented. The specialist department K 5 (fire protection) requires the construction of a new extinguishing water supply network. The existing hydrants are to be reinstalled..Outdoor facilities, miscellaneous:Encroachments on green areas are to be avoided. Nature conservation concerns are to be additionally coordinated with the terrain management.The laying of lines is to be carried out primarily directly along traffic routes/areas or existing media routes in order not to hinder the future use of unsealed areas for construction projects and woody plantings....The estimated costs for the engineering structures are distributed as follows:Wastewater facilities approx. 280,000 EUR, grossWater supply facilities approx. 1,300,000 EUR, grossHeating supply facilities approx. 5,600,000 EUR, grossElectrical supply facilities approx. 1,070,000 EUR, grossFM and information technology facilities approx. 2,300,000 EUR, gross.There are direct points of contact with other construction measures.
