With this tendering procedure, VEB as Contracting Authority wishes to appoint an ESCO (definition in Appendix 1) as the Contractor for the Contracting Authority that will guarantee savings on the energy bill of the Project infrastructure by increasing efficiency and implementing creative and quality measures. To ensure this, the maintenance of the quality measures and selected technical installations is also part of the Contract.The Client is thus looking for a method to reduce the energy bill of the Project Infrastructure.The financial impact of the energy saving measures selected by the Contractor and the associated maintenance bill should be limited. The Client requires the Contractor to approximate the existing maintenance budget for technical installations; by achieving cost savings through centralization of the existing maintenance contracts. By centralizing these maintenance contracts, any increased maintenance requirements and related costs can be offset.
The deliverables include at a minimum:- The reduction of energy consumption and CO2 emissions through the study, implementation, commissioning and follow-up of energy-saving measures, consisting of efficient and creative interventions and/or installations, guaranteeing cost savings throughout the duration of the OEPC contract; en- Performing management, maintenance and Total Guarantee for the installations as they will be listed in the OEPC contract; and;- Improving or at least maintaining the current comfort level for the users of the Project infrastructure; and- Providing and reporting monitoring of energy performance and maintenance; and- Implementing the Mandatory Measures:o Regulation and central control of automatic sun blinds in Berlaar Heikant and WZC De Wijngaard in Grobbendonko Relighting of severely outdated fluorescent fixtures in the Bib in Grobbendonko Relighting of LED fixtures in Sporthal De Molen in Grobbendonk in accordance with the standards for lighting per sports brancho The activities will be integrated and monitored in the FMIS system of the municipalities. Currently this is Axxerion (Spacewell Workspace)- Providing a Required Option for the Total Guarantee with reserve fund of Other Elements.The baseline of electricity and natural gas has not yet been established. The ESCO is expected to establish a baseline.
