Description

The proposed contract requires the deactivation of approximately 5.8 km of offshore forest service road located in Barrie Creek in the Douglas Channel near Kemano. The project consists of the removal of identified culverts and constructing cross ditches on the Forest Service Road. The project also requires the removal of 2 steel bridges (one 40 m and one 27 m), complete with wooden deck panels. The 40 m and the 27 m bridge and panels are to be transported back to Terrace to the Ministry Storage Yard located on Keith Avenue at the Ministry office. The 40 m bridge has steel posts and pads that are to be salvaged and transported to Terrace. There is a 21 m bridge located at 1.5 km on the Eagle M/L in Douglas Channel needing to be moved to a new offshore location. The 21 m bridge and panels are to be left on the Dala Log Dump located in Kildala Arm. The 40 m bridge and the 27 m bridge have mid-span splices which may be removed for easier transport of bridges. The 27 m and 21 m bridge do not have posts or pads. Steel structure and deck panels are to be moved only for these two bridges along with berming both sides of the structures. The contract area contains all the typical hazards associated it operating working in a forestry environment. Tight corners, wildlife and steep road sections exist. Each 20 m bridge section weighs approximately 40,000 lbs. BCTS will arrange a crane for offload in Terrace with advance notice. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.Supervisors and workers will need to be familiar with these changes prior to commencement of operations.
