Description

Contractors are invited to bid on a tender for road and bridge maintenance, deactivation and construction. The contract may also include minor road construction/bridge projects and emergency repairs of Forest Service Roads (FSR).The work will primarily be in the Sayward Forest just north of Campbell River but may include other areas within the BCTS Strait of Georgia Campbell River Operating Area (see attached Road Maintenance Contract EN25TCA003 Operating Area Overview Map). If works in other TSG operating areas are requested by the Ministry the conditions will be negotiated at that time.This contract requires the expertise of an experienced forestry road contractor familiar with all phases of road maintenance and construction, deactivation and bridge maintenance and installation. The Contractor must supply equipment and experienced operators to complete the works.The contractor will be required to maintain roads following the instructions of the Ministry Representative, site-specific plans, the Forest Range and Practices Act (FRPA), the Ministry of Forests Engineering Manual and the specifications contained in the schedules of the contract. Maintenance plans and priorities frequently change, and the Contractor must be flexible and adaptable to a changing schedule.See the Schedule C Services for specific works required.Questions & AnswersAll contract related questions must be submitted in writing ONLY to the following email address: Forests.StraitofGeorgiaTimberSalesOffice@gov.bc.ca.  Deadline for receiving questions is 12:00 pm on April 25, 2024.  If questions are received, a Question & Answer document will be posted to BC Bid by April 26, 2024.Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package.If your bid deposit is in the form of cash, money order, certified cheque or bank draft, you will not be able to e-bid. Also see Conditions of Tender for acceptable bid securities.The lowest priced or any tender will not necessarily be accepted.Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022. Supervisors and workers will need to be familiar with these changes prior to commencement of operations.
