Description

Means of transport powered by internal combustion engines release greenhouse gases and air pollutants during operation. For emissions from inland navigation, there is currently a lack of well-founded figures to quantify their contribution to total transport emissions with a high degree of accuracy and to be able to propose or evaluate targeted reduction measures. For this reason, the BAW intends to record real driving emissions of relevant ship classes and engine types by means of onboard emission measurements on inland waterway vessels. Depending on the size of the vessel and the area of operation, one or more engines with an output of 400 to 1600 kW are usually installed. Powerful engines consume more than 100 litres of fuel per hour and emit correspondingly large amounts of exhaust gas. To determine the real-driving emissions, temporary measurements are taken with the portable measuring system on various inland vessels over a period of several days. Depending on the available space and accessibility on the ships, the measurements have to be carried out either at the exhaust gas duct in the engine room or on deck at the transition to the atmosphere. The relevant components whose concentrations in the exhaust gas stream have to be recorded are oxygen (O2), carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), hydrocarbons (HC) and particulate matter (PM), the latter as mass and number concentrations. The aim of the invitation to tender is the procurement of a portable measuring system for the determination of emissions from inland waterway vessels for the Federal Waterways Engineering and Research Institute, which detects the substances regulated by law in the exhaust gas and corresponds to the latest state of the art in measuring technology.Requirements for the subject of performance can be found in the specifications (Annex 09) and the bill of quantities/price sheet (Annex 08).
Gas analysis system for measuring O2, CO, CO2 and NOx concentration (number/scope as required by the solution offered; bidder shall state the total price for the requirement required by its solution),flame ionization detector, instrument for measuring particle number concentration, instrument for continuous in-situ measurement of particle mass concentration or instrument for continuous in-situ measurement as well as for discontinuous gravimetric measurement of particle mass concentration ,sampling system and lines (number/scope as required by the solution offered; (number/scope as required by the solution offered; bidder shall state the total price for the requirements required by its solution),Sample gas conditioning ,Data acquisition and software (number/scope as required by the solution offered; bidder shall state the total price for the requirements required by its solution),Delivery, commissioning and instruction in the operation of the equipment (total for the emission measurement system offered),Support service and update for the software (operation and data acquisition)
