Description

The government of Jamaica is currently exploring viable options that will improve the process for the registration of property in Jamaica, as a part of its overall efforts to enhance the experience of doing business in Jamaica and encouraging new investors. The implementation of an electronic land title registration system in Jamaica is envisioned as a critical component to Jamaica’s achievement of long term goals.

The NLA utilises an automated registration system to automate key land registration workflows and to maintain relevant records in an electronic form. NLA also offers a suite of online services to the external customers including the public, special interest groups such as land surveyors and realtors as well as other government agencies. While the workflows are automated, there is the need for multiple layers of redundant manual checks to ensure data quality and protect against fraud. Additionally, from a customer point of view, there are multiple government departments or agencies involved in the core transactions that introduce delays and inefficiencies. A system of electronic titles will reduce the time and human resources required to facilitate the endorsement of transactions on original and duplicate Certificates of Section 5 Terms of Reference 45 Title.

This will result in an improvement in the efficiency of the land registration process, from the point of application (registration) through to issuing of a legally binding proof of title.

Specific objectives include:

• improve the efficiency of the land registration process

• eliminate paper certificate of title and duplicate certificate of title

• eliminate cost and administrative or auditing functions associated with the current use of security paper for certificates of title

• enhance government revenue collection through the integration with other government systems (especially TAJ) and integration of data from other sources to validate and enforce additional controls

• reduce physical records storage requirements and associated costs. Alleviate storage challenges in terms of space, cost and resources

• increase processing capacity (for example, annual title output) and improve efficiency or key processes workflows

• improve the accuracy of data in the land registration systems and reduce error rates for documents issued

• reduce rejection rate of applications by increasing consistency of application of legal and procedural rules and pre-checking

• reduce fraud, for example, through lost title applications

• reduce number of (specific) transactions resulting in issue of new certificates of title (for example, lost title applications, section 79 surrender applications)

• improve the preservation and accessibility of essential records (certificates of title, registered instruments and plans)

• improve ability to recover from disasters, with respect to systems and essential records
