GENERAL INFORMATION MEETING (not compulsory)

The school service center invites bidding contractors to a single information meeting, the purpose of which is to provide additional information on the needs to be met and to answer their questions on any aspect of the call for tenders.

This information meeting will be held on October 17, 2024, by appointment only, at the following address: 497, rue de Monseigneur-Brunault, Nicolet (Québec) J3T 1Y6. Tenderers must make an appointment by e-mail at the following address: service.rm@cssdlr.gouv.qc.ca.

RECEIPT AND OPENING OF BIDS

Bids must be received in sealed envelopes, bearing the address sheet found in Appendix 17, in duplicate (original and one copy), on November 4, 2024, before 2 p.m., local time, during business hours, at the following address:

Tenders received by fax or e-mail will not be accepted.

Electronic bids may only be submitted via the Government of Quebec's electronic tendering system (SEAO), at the following address: www.seao.gouv.qc.ca.

Bids received after the deadline will be returned to the bidders unopened.

The public opening of bids will take place at head office starting at 2 p.m. on the same day.

WORK COMPLETION

Construction work will be carried out between November 26, 2024 and February 27, 2026, during daylight hours. After school: evenings and weekends. Should the ENTREPRENEUR fail to meet the final date stipulated in the schedule, he shall pay the school service center a penalty as indicated in article 3.27 of this call for tenders.

TENDER GUARANTEE

All bids must be accompanied by a bid security valid for a period of 45 days from the date and time set for receipt of bids. The bid security must represent 10% of the total amount of the bid, excluding all applicable taxes, in the form of a certified cheque, money order, irrevocable letter of guarantee or bid bond issued in favour of the school service center by a company legally authorized to act as surety.

As bid security, only bonds and irrevocable letters of guarantee are accepted when bids are submitted electronically. No other form of guarantee is accepted with this method of transmission. If the tender documents provide for another form of bid security and the service provider wishes to avail himself of it, the bid must be submitted exclusively on paper.

INTERGOVERNMENTAL AGREEMENT

Intergovernmental agreement refers to any agreement concluded between the Government of Québec and another government concerning access to public contracts, applicable to the call for tenders and mentioned, where applicable, in the notice of call for tenders published on the SEAO.

This public call for tenders is subject to the following intergovernmental agreements (thresholds updated January 1, 2024):

ADDENDA

The CENTRE DE SERVICES SCOLAIRE may amend its tender documents by issuing an addendum to the tender documents.

This addendum is sent on SEAO or to all BIDDERS who have obtained or will obtain a copy of the tender documents.

If the modification is likely to affect prices, the addendum will be sent to BIDDERS at least 7 days before the deadline for receipt of bids by BIDDERS. If this deadline cannot be met, the deadline for receipt of bids will be extended for as many days as it takes to meet the minimum 7-day deadline.

PROCEDURE FOR RECEIVING AND INVESTIGATING COMPLAINTS

Pursuant to section 21.0.3 of the Act respecting contracting by public bodies (RLRQ, chapter C 65.1), public bodies governed by the Act respecting the Autorité des marchés publics (RLRQ, chapter A-33.2.1) are required to establish a procedure for the receipt and examination of complaints. The purpose of the procedure is to provide for the equitable handling of complaints made in connection with the awarding of a public contract by the Centre de services scolaires de la Riveraine. It defines the steps for receiving and examining complaints, as well as the means of communication.

Complaints under the terms of this policy must be filed using the "Formulaire de plainte adressée à un organisme public" form before October 23, 2024. You will find the complete procedure as well as the link to this form on the Riveraine School Service Centre website in the Policies and regulations section at the following address: www.cssdlr.gouv.qc.ca.

OTHER

The Centre de services scolaires does not undertake to accept the lowest or any of the bids received and opened.

Only contractors holding, where applicable, the license required under the Building Act (RLRQ, chapter B-1.1) will be considered for the award of the contract.

Tenderers are responsible for the selection of subcontractors, both for their solvency and compliance and for the content of their tender.

The Centre de services scolaires de la Riveraine thanks all bidders for their interest, but will communicate only with the CONTRACTOR selected for the contract.
