Description

The subject of the order is the delivery of 5 brand new single-member electric city buses together with the vehicle charging infrastructure; being a part of a family of highly unified city buses, of one manufacturer (brand), with an overall length from 11 500 mm to 12 200 mm; overall width and height in accordance with the conditions of admission to service.
The subject of the contract is the delivery of 5 brand new single-member electric city buses with charging infrastructure; part of a family of highly unified city buses, one manufacturer (brand), with an overall length from 11 500 mm to 12 200 mm; overall width and height in accordance with the conditions of admission to service.The bus must have at least 70 seats, of which at least 20 seats and at least 6 accessible from the level of the low floor; Vehicles must have a current "Vehicle Type Approval Certificate", issued by a statutory authorized body within the meaning of the Regulation of the Minister of Transport and Maritime Economy of 25 March 2013 on type approval of motor vehicles and trailers and their equipment or parts (Journal of Laws of 2015, item 1475).2. Each vehicle should be equipped with an audiovisual information system. The system should consist of the main control device of the system, hereinafter referred to as the on-board computer of the vehicle, operated directly by the driver, the voice information system and external, internal boards - compliant with the equipment of the Passenger Information System standard being the equipment of the ordering vehicle.The data for the system should be compatible and generated from one software for both new and existing devices. The Contractor is obliged to fully configure and program the system of electronic devices for passenger information and service, i.e. to prepare voice messages, define GPS coordinates (location) of bus stops in the communication network operated by the Ordering Party and synchronize them with the route. The vehicles must meet the requirements specified in the Ordinance of the Minister of Infrastructure of 31.12.2002 on technical conditions of the vehicle and the scope of their necessary equipment (Journal of Laws of 2016, item 2022).4.The Contractor is obliged to: - provide a guarantee under the conditions specified by the Ordinance, - provide a license for the software of the delivered equipment or issued with the subject of the delivery, - provide service assistance under the conditions specified in the Specification of Essential Conditions of the Order and in the contract.5The Ordering Party requires that under this contract the contractor conducts training of 10 Ordering Party's employees in maintenance and repair works.6 The Ordering Party reserves the right to control the progress of works in the factory with particular emphasis on the materials used and the processes of bus corrosion protection (the right of inter-operational control during the production process).7 The contractor shall include in its offer a Technical Report of Road Electricity Consumption according to the SORT 2 test, made according to UITP guidelines by an independent, certified testing unit. The value of electricity consumption indicated in the Report is one of the subcriteria for tender evaluation.8 The subject matter of the contract and the acceptance protocol signed by the contracting authority will be accepted at the contracting authority's premises. The cost of delivery of the vehicles to the orderer's registered office shall be covered by the contractor. The Contracting Authority reserves the right to preliminary technical evaluation of the subject matter of the contract at the registered office of the contractor at a date agreed by the parties no later than 7 days before the planned date of acceptance of the subject matter of the contract.9 As part of the final acceptance of each bus, an attempt will be made to charge the electric energy storage devices on the bus at the pantograph charging station and via a plug-in connection.10Within the scope of the subject matter of the contract, the contractor shall provide the Ordering Party with: - three dual-station (depot) chargers enabling simultaneous charging of 2 buses with the power of 60kW +/- 2% for each bus, or charging of 1 bus with the power of 120 kW +/- 2%,- SN/NN transformer station supplying the charging stations (installation in the place indicated by the Ordering Party on the premises of the depot of MZK Piła Sp. z o.o.),- fast charging station, freestanding (installation at the location indicated by the orderer),- SN/NN transformer station supplying fast charging station (installation at the location indicated by the orderer.).11. For depot stations, the contractor will carry out: - design works and obtaining all permits, - execution of MV and LV connection together with the supply and installation of cables, - low-voltage switchgear, - execution of the cable and measuring connector (ZKP), - supply and installation of cables between the connection poles of the charging station, - earthworks, road works, - traffic organization project, - electrical acceptance, - soil measurements, - supply and installation of foundations for charging stations and poles.12For fast charging stations, the contractor will carry out: - design works and obtaining all permits, - making the necessary connections together with the delivery and installation of cables, - switchgear, - making a cable and measurement connector (ZKP), - delivery and installation of connection cables to the charging station, - delivery and installation of foundations, - earthworks, road works, - soil measurements, - traffic organization design, - electrical acceptance.13. The charging stations must be compatible with the buses delivered in this order. Before commencing any assembly work, the contractor is obliged to consult and obtain the written approval of the customer for the external appearance of the charging masts and their location. The Ordering Party has the right to consult the adopted solutions with external entities, including the city's architect or design companies.14. The Contractor shall provide the necessary service equipment for: - charger software diagnostics, - charger hardware diagnostics, - electrical and safety measurements, - replacement of charger electrical components, - minor mechanical repairs.15The contractor is obliged to provide as-built and operational documentation, described in Annex 1 to the ToR - Detailed description of the subject of the contract. The subject of the contract also includes training for 10 employees of the ordering party in the scope necessary for the proper implementation of the operation and maintenance of the buses, training will be carried out within the time agreed with the ordering party, but not later than 10 days after the receipt of the buses. Training of 6 employees of the ordering party in the scope necessary for the proper implementation of the operation and maintenance of the charging station. The training shall be conducted at the time agreed with the ordering party, but not later than 10 days after the acceptance of the chargers (Plug-in, fast charging station).16. A detailed description of the subject of the order is included in Appendix No. 1 to the ToR.17. The contractor shall be obliged to: - provide a guarantee under the conditions specified by the ordering party, - provide a license for the software of the delivered equipment or issued with the subject of the delivery, - provide service assistance under the conditions specified in these ToR and in the contract.
