Description
The former town hall of the town of Neheim-Hüsten, built between 1965 and 1968 and now the administrative seat of the town of Arnsberg since the merger of the municipalities, is being renovated. The flat section of the administration building is being completely demolished. The eight-story office tower (high wing) will be gutted down to the shell (reinforced concrete skeleton) and refurbished. The high wing will then be rebuilt and redesigned. This work will require the construction of excavation pits for the demolition of the low wing, including its foundations, and for the renovation of the high wing in the area of the lower and basement floors up to the upper edge of the foundations. Due to the previous industrial use of the site, this will require extensive soil remediation work.Before the construction of the town hall, there was a wood vinegar distillation plant and a paint factory on the site, as well as buildings and facilities for other industrial uses, which is why the parcel was included in the register of contaminated sites of the Hochsauerland district as a suspected site. In addition to inconspicuous fillings and grown soils, slag and ashes as well as paint and oil residues were found in various investigations. Furthermore, polycyclic aromatic hydrocarbons (PAH), heavy metals, aromatic hydrocarbons of the BTEX groups (benzene, toluene, ethylbenzene and xylene) and phenols were detected in the soil or in the groundwater.The entire site is filled to a height of approx. 3.50 m to 4.00 m, presumably for flood protection reasons.
