Description
The Ministry of Children and Family Development (the Ministry) provides a wide range of services to children, youth and families across British Columbia, often serving the most vulnerable. Across the province, ministry staff work with Indigenous Child and Family Service Agencies (each an “ICFSA”), Indigenous service partners, contracted community social service agencies, foster caregivers, cross-government, and social sector partners to deliver inclusive, culturally respectful, responsive, and accessible services to support the well-being of children, youth and families. The Ministry of Children and Family Development works in partnership with other ministries, such as the Ministry of Mental Health and Addictions (“MMHA”) and the Ministry of Education and Child Care, to create services in accordance with MMHA’s “A Pathway to Hope” (hyperlink). A Pathway to Hope is a ten-year plan for the Province to create a more accessible pathway to services for treating mental health and substance use. Part of the initiative is to create enhanced services for Early Years. Early intervention enhancements are being implemented in 12 locations across the province. This opportunity is a procurement for the Province to secure a service provider who will conduct mapping of services for Early Years that are available for the first specified 12 communities. This will involve working with each community to gather information regarding services currently available in the area, as well as the pathways between services. When the information is collected, the project is to create 12 pathway maps in a visual format for community services to utilize in navigating with a family and 12 accompanying reports that incorporate an evaluation of the care pathways in each community and the provision of recommendations regarding improvements. In addition, the successful proponent will be expected to work with local service providers to determine" the pathway from Early Years services to “Integrated Child and Youth” (“ICY”) teams for school-age children. Further details as to the scope of this opportunity and the requirements can be found within this RFP.
