Description

Since 2010, the ECB implements an environmental management system (EMS) in accordance with the international standard ISO 14001:2015 and Regulation (EC) No 1221/2009, as amended by Regulation (EU) 2017/1505 and 2018/2026. The priority of the ECB remains to prevent greenhouse gas emissions wherever possible, limiting emissions in areas in which they cannot be avoided. Where emissions cannot be further limited and as greenhouse gas emissions cannot currently be reduced to zero, the ECB decided to offset its greenhouse gas emissions expressed in tonnes of CO2 equivalent as a complementary measure to its mitigation efforts (2021: 16 023,2 tonnes of CO2). The ECB envisages launching a dynamic purchasing system with a duration of initially two years, extendable at the ECB's option by another two years (total duration up to four years).
The European Central Bank (ECB) is seeking interested suppliers to be admitted to the dynamic purchasing system for the offsetting of the ECB's greenhouse gas emissions (PRO-006760). The dynamic purchasing system shall become effective 30 calendar days following the date on which the contract notice was sent to the Official Journal of the European Union (i.e. effective date is 4 October 2022) and remain valid and open for applications throughout an initial duration of two (2) years, extendable at the ECB's option. In any event, the total duration of the dynamic purchasing system shall not exceed four (4) years.At any time during the term of the dynamic purchasing system, interested suppliers can register via the ECB's electronic tendering system (see Section I.3) of this contract notice). Upon their registration, they will have access to the relevant documents (RfX) and can download the application documents, which the interested suppliers shall prepare and submit in accordance with the instructions set out in the application documents. Provided the interested suppliers meet the eligibility criteria and comply with the selection criteria (as detailed in the application documents), the ECB will admit them to the dynamic purchasing system (the ‘Tenderers’).During the term of the dynamic purchasing system, the tenderers may improve their applications at any time, provided that they continue to comply with the conditions of this dynamic purchasing system. They shall inform the ECB without undue delay of any changes affecting their eligibility or capacity to perform the specific contracts under the dynamic purchasing system. The ECB may also request the tenderers to submit updated evidence regarding their eligibility. The conditions for the competitive tenders under the dynamic purchasing system are set out in the application documents.
