uffy Iles Mastication, 511 acresThe Bureau of Land Management has a requirement for a contractor to cut and shred (general masticate), lop and scatter juniper trees with a Contractor furnished machine (e.g. Hydro-Ax, Fecon Bull Hog, chainsaws) at Duffy Iles, Colorado. The location is approximately 18 miles southwest of Craig CO.Details are included in the Statement of Work, maps, and Wage Determination attached to this RFQ. Additional location files are available in a zip folder - contact the Contract Specialist at lstjohn@blm.gov to request the file.No site visit is scheduled but offerors may visit the site on their own. As of early January 2024 the location is covered with snow and not accessible other than with a tracked UTV or snowmobile. We expect the snow to clear in April, which is why the due dates for questions and quotes are after mid April (see below for the exact dates.) This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, Fuels Management Services, which has a small business size standard of $34M.Award will be made on a Lowest Priced Technically Acceptable basis. See provision 52.212-2 `Evaluation' for details of what must be included with your quote.Technical questions regarding this RFQ shall be submitted in writing only via email to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than Monday April 22, 2024 at 4:00 pm MT. Any questions received will be answered via an amendment to the solicitation on or about Friday April 26, 2024. If no questions are received no amendment will be issued. In order to ensure all offerors have the same information questions will not be accepted by telephone, they must be emailed and the answers will be provided in the amendment. Quotes shall be submitted via email to lstjohn@blm.gov by no later than Wednesday May 1, 2024 at 4:00 pm MT. All quotes received will be acknowledged by a return email. Please include the RFQ number (140L3724Q0005) in the subject line of the email to ensure your quote is properly identified. Due to system limitations submissions through sam.gov or FBMS/PRISM will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation.
