Description
The following are the subject of the contract: - Supervision services for drilling, workover and mining sites (mainly activities) - Drilling & Completion engineering services - Rigless site supervision services.Through the professional figures of Drilling & Completion Engineer, Drilling & Completion Supervisor, Drilling & Completion Fluids Supervisor, Wellsite Geologist and Rigless Supervisor, the execution of the activity must be ensured in compliance with: - the provisions of the contract, in accordance with the requirements set out in the document "Health, safety and quality policy, with the Customer's manuals and procedures, with the international technical standards recognized in the oil industry (API, ISO, etc.).), - the laws and regulations in force on the national territory - the environmental requirements provided for by the legislation on environmental protection, the requirements on the safety of workers and health protection and in accordance with the Italian legislation in force on mining (D.Lgs. 624/96), safety at work (D.Lgs. 81/08) and the Seveso III Directive (D.Lgs.105)/15).Specifically, the successful bidder shall:- assume direct responsibility as an active part in ensuring the safety of the well in an emergency situation, in coordination with the Drilling Contractor and other service companies and as technical support to the Supervisor and the Director in charge of emergency management, - have a qualified staff of resources to manage at least 2 rigs in simultaneous "drilling and completion" operations,- Ensure the timely follow-up reporting of activities and manage correspondence with the Customer,- Ensure the compilation on site of daily reporting through the use of the application "WellView", which will be made available on hardware infrastructure by the Customer.The "Drilling & Completion Supervisor", "Drilling & Completion Fluids Supervisor" and "Rigless supervisor" figures must have the well control certificate (IWCF) valid during the performance of the activities.the roles and responsibilities of the contractor in the management of emergencies will be defined in the documents of the "emergency role" of the site, in the "well emergency plan" and in the DSSC, provided later.The organisational structure required of the contractor includes site supervision for both well operations (drilling, completion, workover and mining closure) and operational geology activities.In particular, for drilling site (including side-track) and completion must be present:- No. 4 "Drilling & Completion Supervisor"- No. 2 "Drilling & Completion Fluids Supervisor"- No. 2 "Wellsite Geologist "For workover site and mining closure must be present:- Nr. 4 "Drilling & Completion Supervisor"- Nr. 2 "Drilling & Completion Fluids Supervisor "For Rigless shipyard must be present:- Nr. 1 "Rigless Supervisor "The operational structure, the type of supervision and the amount of resources to be used, requested from the contractor for the execution of services, may vary depending on the operational phase of use of the rig.The services requested from the Contractor may be of a discontinuous nature according to the needs of the Customer; during these periods no services will be provided by the Contractor and no availability rates will be recognised.
